Hivi huyu jamaa ametokea wapi? I'm fed up naye na hasa kule kwenye twitter ambako anatoa majibu mepesi mepesi na saa zingine hatoi majibu kabisaaa. Over the weekend, I asked some pretty smart and politically savvy friends (the Intelligentsia types) if they could tell me what Jerry Silaa, or most other senior fat cats at the City Hall actually believed in. Did they have a set of core ideas for Ilala and Dar as a while? Was there any sense of joined up thinking? ............Blank faces all around.
Najua asubuhi yeye au watu wake na wafuasi wake kwenye twitter watakuja hapa kumtetea but let me clear kabla hatujafika mbali: He does have VISION in the sense that he constantly looks forward to attending fashion shows and of course he's also looking forward to a successful re-election and perhaps a vibrant future for a parliamentary seat in Dar and UKONGA in particular. But having VISION and having A VISION, are two different things, though it is not certain many of his cheerleaders know the difference.
But after 3 years as Ilala's Mayor, his Achilles heel is clear: Mr Silaa doesn't have a credible plan to deal with the capital or Ilala's rapid expansion. The city's population, which is currently 5.2m, is projected to reach 10m within few years. Silaa & Ma------'s's response? Reams of warm words from these two jokers, but little attempt to put in place the housing, transport and other infrastructure that a city like Dar requires.
At the end of the day, we all know that Dar needs a plan-both to become a bigger world city and also a better place for those who live and work in it. Those who say that a city with ancient roots, like Dar, cannot be planned are wrong. Other cities around the world have showed how it can be done.
Please dont get me started on the Dar's awful structures but the blame goes to NHC's Nehemia Mchechu, Minister Tibaijuka, Ma------, our so called city planners with their mickey Mouse degrees, and of course our gutter architects/consultants who continue to blight us with structures that make Brazil's favelas look like Beverly hills.
Did I mention we have no idea how they're spending their revenues? Apparently its a TOP SECRECT...so much so of OPEN GOVERNMENT INITATIVE.
