This is just a joke of a question to ask the new transparency election rules were signed by JK, the introduction of new laws, public conduct regulators to audit accounts and scrutinize expenditures were introduced by JK; not to forget his lax approach to media reporting. What more did you want the president to do in his powers in order to promote those values further. The man did his part others failed to implement was that is problem too?

There are areas which JK could be faulted but not in his attempt to promote democracy values, accountability and seeing equality; on those fronts he was the best since independence. His main fall was his advising team and his monitors which he hand picked, sometimes you felt the selection were not based on the merit but rather favouritisms which led to below performances in many areas.

The difference between your last sentence and the ideas of the author seems to be the same.

That is not the case at all a majority of his ideas derive from tales and his arguments are just irrational, bias, unsophisticated, simple and not factual.

He seems to think the president is omnipotent and runs every institution in the land that is just a false premise to start with. The facts are the mains way a president can influences changes or practices in politics is by introduction of principles and legislation.

Thereafter responsible authorities take over; example if the government felt there was so much embezzlement occurring in public purchases, based on those concerns it will introduce legislation with those principles. In this case we have the 'public procurement act 2011'. In additional to the law the regulator was created (PPRA) with powers and responsibility to introduce practices which limit acts of fraud and probably send the perpetrators to the prosecution and the courts eventually prison.

Despite those facts this guy wants us to believe the president dint take any measures to fight corruption; the persistence of regulators incompetence, failure of public prosecution to speed up cases or gather information, plus judges who bend the law is not blameworthy to the president directly. However indirectly this man had aides and technocrats they should have been able to tell him such as and such are not meeting out targets, or this person is not fit for that particular role; etc.

Nevertheless JK had introduced so many measures necessary to be implemented which might have resulted huge changes had other agencies done their job appropriately during his presidency which might have improve accountability and democracy values. It is the bozzo's in the government bureaus who had failed him largely but then his leadership style was too 'laissez faire' for the most part of his tenure that might have contributed to poor performances of others.

Trouble with you and several other 'silver sufferers' of this forum with similar viewpoint to yours, is that you don't approach anything with an open mind with regard to CCM and all it represents. Honestly speaking for you that decision was made way back before even JK took office and probably even prior to Nyerere living office.

The truth of the matter running a government is not a one man show, despite what the constitution says. People can do wrong but under the same constitution they must be treated fairly that transpires into court procedure or other implemented method of seeking justice, from your point of you want to see the president conducting investigation, prosecute and make decisions without following the proper channels? Besides those tasks are not even in his job description, however he did sign for the mechanism which would have allowed implementing the strategies or procedures aimed to improve accountability had other agencies chose to do so because the laws were there.

I am not defending the president rather just stating facts on what he had done in his attempt to enhance government accountability and democracy. With that the evidence is ample and speaks for itself anyone who says otherwise is just a baseless critic like you.

Matter of fact none of his predecessor had done half of what JK has accomplished in terms of improvig democracy, empowering the media and seeing government efficient which offers value services or outcomes.

The below-par services were a result of useless people in the government (some of whom he hand picked true) in addition to his close advisor by not suggesting to him how best to implement existing legislations which would have allowed better and desirable outcome or assist the president on understanding the causes of failure, who knows may be he would have made better calls.
