Trouble with you and several other 'silver surfer' of this forum with similar viewpoint to yours, is that you don't approach anything with an open mind with regard to CCM and all it represents. Honestly speaking for you that decision was made way back before even JK took office and probably Nyerere left office.
The truth of the matter running a government is not a one man show, despite what the constitution says. People can do wrong but under the same constitution they must be treated fairly that transpires into court procedure, from your point of you want to see the president conduct investigation, prosecute and make decisions without following the proper channels? How is that democracy.
I am not defending the president I just stating facts on what he had in his attempt to enhance government accountability and democracy; with that the evidence is ample anyone who says otherwise is just a natural haters. None of his predecessor have done half of what JK has done in terms of democracy and improving government efficient and value services, the below-par services were a result of useless people in the government and his close advisor.
How about when he promoted Kamuhanda after the death of Mwangosi? How about when he handpicked Makonda for Kinondoni DC after his assault on Warioba? How about when single handedly he led the pack of CCM MPs to reject the peoples views on proposed constitution as presented by Warioba? How about when he signs bills like the cyber crime act? How about his over 400 trips abroad during his 10 years tenure squandering billions of tax payers money? How about the acquisition of 700 vehicles for members of the police when our hospitals are short on drugs? How about...well, I could go on and on but what's the use, we have people like you too eager to defend and too eager to overlook these short-comings for reasons best known to yourselves.
One thing he has been practically successful at is to build this distrust between state organs like members of the police force and the people. Once these were organs where people with safety concerns sought protection but now they have turned into organs of intimidation, torture and even death. People no longer run to the police when they sense trouble, they run away from the police for fear of getting beaten, tear-gassed, shot at or maimed for the rest of their lives. The sad part is that they seem to carry out these acts with smiles on their faces as if they enjoy hurting people because never have they ever been held accountable...instead they get rewarded.
Since when has a CCM member of parliament ever clubbed with a truncheon but guess what? Every member of Parliament from the opposition has tasted the wrath of our security organs. Every MP from the opposition has spent a night or two at the police cells and all for what? Either exercising their right of assembly, demonstration of such like as enshrined in the constitution! The duly elected peoples' representative being subjected to such humiliating treatment like a hard core criminal on the orders of an individual like Makonda doesn't even raise an eyebrow. It is an everyday thing and people go about their daily chores like nothing happened, only in Tanzania.
