Kwanini CHADEMA wasiitishe màndamano? Au ACT au any registred civil society au watu binafsi?

Kwanini ofisi zao za kanda zisiitishe maandamano, waombe vibali na wapange tarehe ya maandamano ya amani?
Kwani maandamano ya amani ya kupinga uchaguzi na hali mbaya ya uhuru wa mtanzania yana matatizo gani kisheria, kama yatakuwa chini ya usimamizi wa polisi?

Mimi naona both extremes zinawaharibia maisha watanzania wengi wasiojali. The government extremists and opposition extremists ambao sidhani hata wanafika 5% ya population ndio tatizo.

Example: kwa wengi wetu; violence is unacceptable, whether it comes from the government /police (who are the usual perpetrators of killing, abducting and harming people) or seldomly protestors (looting, vandalism etc.). Shida ni kila upande unajaribu kujustify their wrongs instead of correcting them.

Polisi kuanza kukatalia watu wasiandamane, kutoa vitisho, kujimwambafwai na wakati huohuo vyombo vingine vikiteka watu, kutesa, kulawiti na kuua hiyo si akili Iloilo ya sisi waafrika.

Ndo maana hata waziri Simbachwene amewakumbusha polisi wajibu wao maana aelewa “concept” ya maandamano.

Juzijuzi yalifanyika maandamano mjini Mexico (Mexico City) na intelijensia ya polisi iligundua kuwa waandamanaji walipanga kuingia kwenye jengo la Bunge.

Walokifanya polisi na kuweka vizuri (barriers) na wao kujipanga mbele yao wakiwa na ngao. Hivyo kwa kiasi kikubwa waliweza kuwazuia waandamanaji wasiende kwenye jengo la bunge.

The mode of regulation, even in western societies , differ from state to state, or city ordinance to another and are mostly and effectively conducted with the coordination of affected precincts/cities. Kwa hiyo poilisi huwezi kuwaondoa kwenye equation.

Mimi naelewa uzuri maandamano kwa maana ya demonstrations.

Zipo sina nyingi za demonstrations kuna migomo au strikes, kuna kupinga au protests na kuna maandamano halisi yenye kubeba na mabango placards.

Nasisitiza ni jukumu la polisi kuhakikisha yanoandaa kudhibiti maandamano pale tu intelligentsia inaposema maandamano Fulani hayako sawa na kuyasimamia kikamilifu pale maandamano yanapokuwa ni ya amani.

Ila kwa upande wangu niliona kutambo kwamba maandamano yasingefanikiwa kutokana na animosity baina ya polisi na waandamanaji.

My point is, polisi wana wajibu wa kutambua kwamba kutakuwa na maandamano ambayo wana wajibu wa kuyaruhusu na pia kuya-guide yasiangukie kwenye vurugu.

Kwa mfano madaktari wa hospitali moa wakigoma kwa mishahara duni mgomo wao ni mahali hapo pekee. Hiyo ni tofauti na mgomo ukiitishwa na chama cha madaktari kwa madaktari wote nchi nzima.

Hapo ni wajibu wa polisi , wizara na serikali kuketi na chama cha madaktari ili kujadiliana kwani suala la miiko (ethics) litaingia kuhusu maisha ya wagonjwa.

Some suggestions that will boost economic development in Tanzania.


1) If there is a single currency in the EAC area (or in the AfCFTA area or in the SADC area), it can co-exist with national currencies, do not abolish the national currencies.

Make the whole main road from Holili (on the Tanzanian-Kenyan border, via Moshi and Arusha) until Makuyuni (when the main road branches to Babati and to Ngorongoro gate), to become a double road.

2) Change the labour laws to be pro-young and also to accommodate Gen Zs.

Make the labour laws to allow for 50% part-time employment in the government civil service, and in the entire public sector (including in Universities and Colleges) and also in the corporate private sector. Also make the labour laws to allow for short-term contracts that range from 1 month to 12 months, whether full-time or part-time (50%), in the government civil service, in the public sector (including in Universities and Colleges), in public corporations, and in the corporate private sector.

Make internship programmes, graduate trainee programmes, graduate management trainee programmes (that employ young people with absolutely no work experience), mandatory, in the civil service, in the public sector, in public corporations, and in the corporate private sector.

Compulsory retirement age, in the government civil service, in the public sector (including in Universities and Colleges), in public corporations, and in the corporate private sector, should be increased from 60 years to 70 years. So as to accommodate young people, Gen Zs and Gen Xs, who are not yet successful in life.

3) Encourage and promote youth self-employment and employment, within EAC and SADC countries.

Encourage institutional landlords to build more apartments and houses that can be rent to young people at affordable rents e.g. NHC, NSSF, PSSSF, AICC, Watumishi housing, Tanzania Buildings Agency etc. The apartments and houses should have 3 or 4 bedrooms, and 2 toilets.


4) Make Arusha city a hub for international organisations like the EAC, SADC, AU, AfCFTA, UN, World Bank, IMF etc. And improve the infrastructure of Arusha city. Including tarmacking the road that goes into the AICC estate area, off Njiro Road.

Also remove the entire old railway (one meter gauge) that goes from Ruvu to Moshi and Arusha, and replace it with SGR railway. So that you will have SGR railway from Dar es Salaam via Ruvu, to Moshi, Arusha and Tanga. You can create a straighter railway path only in places with sharp corners or you may use an underground path in a mountainous area like Korogwe.

You can also use high speed diesel train engines in addition to the electric run train engines.

5) Build a SGR rail from Makuyuni to Arusha to KIA to Moshi and to Himo and to Holili.

6) The Eastern and Southern African Management Institute (ESAMI) should become the Eastern and Southern African Management University (ESAMU).

7) Lengthen the runway of KIA airport to 4,000 metres, lengthen the runway of Arusha airport, to 3,300 metres, if there is free space. If there is no space, tarmac 3.3 kms of lake Manyara airport runway.

If there is free space, the runways of all regional airports in Tanzania should be at least 3 kms of tarmac, this will enable big airplanes to land in all regions of Tanzania.

8) Build a 3.3 km runway for airplanes (with a very small building for a terminal), some where near lake Chala area or near lower Uchira area. This will boost tourism and development in the area.

9) Give city status to Moshi town. Expanding it southwards and downwards away from the mountain. And improve its infrastructure. Also finish tarmacking the Kamwanga to Siha to KIA junction, road.

10) To connect the harbour berths where ships load and unload their cargo inside the Dar es Salaam port, directly with a SGR rail link which will then, down the line, connect with the Dar es Salaam - Dodoma SGR rail and also with the TAZARA rail. So that containers can be loaded and unloaded directly from ships, to and from rail trucks, inside the harbour, to and from SGR rail and TAZARA rail. This will increase port efficiency and government tax revenue.

11) Tarmac the road that directly connects Karatu with Mwadui, north of lake Eyasi (without passing through Singida region) or that connects Karatu with Bariadi, via a junction of Ngorongoro and Serengeti road. This will boost tourism.

12) Tarmac the road from Ngorongoro park gate to Serengeti park gate to Musoma lake Victoria beach. This will boost tourism.

13) Open more mountain climbing routes in Kilimanjaro e.g. open the Mkuu Rombo route, the Msae, Lyakirimu, Mwika route, improve the Rongai route, the Sanya juu route etc.

14) Encourage the planting of good trees, that are natural in their local areas, within EAC and SADC countries.

15) Encourage a simple form of solid waste separation, when disposing solid waste from households, firms, local governments, public agencies and the central government.

16) Encourage and promote SMEs and local entrepreneurs.

17) Open a dry port near Dodoma city. And improve the infrastructure of Dodoma city, including building a SGR rail that branches off to near the Chamwino State house and Mtumba government city. Increase the number of double roads in Dodoma city, so as to reduce traffic congestion during peak hours. Build a Dodoma city tramway that uses SGR rail, so that SGR trains from Dar es Salaam can also use the SGR rail to take and deliver goods to and from industrial areas inside Dodoma city.

18) To connect a large fresh water pipe between Dodoma city and a nearby very large river. This will provide Dodoma city residents with clean, fresh and non-salty water. The lake Victoria water may be piped until Singida.

19) If there is free space, to increase the length of the runway of the Dar es Salaam airport, from 3,000 to 3,500 or 4,000 metres. This will attract larger airplanes.

20) To tarmac 3.3 kms of airport runway, between Bagamoyo and Kibaha. No building a terminal.

21) To tarmac 3.3 kms of airport runway, some where, in Mara region, where there is space, so as to boost tourism.

22) Launch a satelite into the earth orbit, that can be used by our telephone and internet companies.

23) Build a small port on lake Tanganyika, some where in Nkasi, Rukwa region.

24) Encorage peaceful resolution of land disputes national wide, as it is done in the Gezaulole area of Kigamboni district.

25) To tarmac 3.3 kms of airport runway, 10 kms south of Morogoro town. No building a terminal.

26) To tarmac the road that goes up from Tangi Bovu bus station (that is opposite the Tangi Bovu kkkt church), towards Mbezi Juu, via Mbezi Hills Apartments, until it reaches Goba road. 3 kms.

27) To gravel or tarmac, the whole of Matasha road (one lane road, one car at one time road), and the whole of Makiidi road (two lane road, two cars at one time road), in Mkuu, Rombo district, Kilimanjaro region.

28) To promote medium scale LNG projects (around 1 billion usd), that may be more financially sustainable, instead of the large scale ones.

29) Allow only 3 passengers to be in a car (together with the car driver), provided they will unboard the car before the car enters the kivukoni ferry and when the car leaves the ferry (15 - 20 metres either side). As opposed to now where by no passengers are allowed to be in the car.

The passengers will be charged the passenger fare while they sit in the car. Instead of leaving the car completely and using the pedestrian ferry entrances.

30) Create a double road on both sides of the kivukoni ferry, so as to reduce car congestion.

31) Increase the pedestrian kivukoni ferry fare from 200 tzs to 300 tzs, in Dar es Salaam.

32) Encourage medium scale LNG projects (around 1 billion USD) that may be more financially feasible. Lengthen the runways of airports that are located in LNG producing areas. Try to connect some major Tanzanian industrial cities with a LNG pipeline network. Inject a bit more money into TPDC and PURA, so as to capacitate them more.

33) Produce domestic and or industrial cooking stoves, that use high quality 'clean' coal (that generates very little smoke when fired), that is mined in Tanzania (e.g. in Ruvuma). This will reduce the use of charcoal and firewood.

34) Loans provided by the pension funds to the government, should be in the form of treasury bills or bonds, may be sometimes interest free treasury bills and bonds.

35) Maximum presidential terms, should be three terms of five years each, and not the current two terms. Warioba's commission constitution proposals had some important democratic deficiencies, and there are some good things they failed to take from the 1977 constitution. Warioba's commission constitution proposals are now a bit old (they are at least 10 years old). Warioba's commission constitution proposals should be reviewed and improved, in a more democratic direction, in case we are going to have a new constitution.

36) TAKUKURU should be renamed Tanzania Bureau of Investigation. The government should also form the Tanzania Secret Service (TSS), which will cooperate with the current Tanzania Intelligence and Security Services (TISS). Tanzania Secret Service (TSS), will be more responsible with the security of the President and of the state house premises.

37) Build a tarmac road that connects Muheza and Babati.

38) Promote tourism in Dar es Salaam and Coast regions.

39) A double road from Dar es Salaam to Dodoma, via Morogoro, and may be also from Morogoro to Tunduma.

40) Build a road that connects Mahenge in Morogoro region with Kilwa Masoko in Lindi region (directly via Nyerere national park).

A strike inahusisha wafanyakazi au wanafunzi.
Boycott inahusisha wateja wa huduma.
All these are protests.
All these are subsets of demonstrations. When you take it to the streets, if you mean no harm, you will follow the ordinance of your city. A demonstration planned to be held on the London bridge will have restrisctions on the mode, time etc.
A demonstration in the form of a concert, will also have some restrictions kwa sababu kutakuwa na adrenaline pumping of some kind. For example Rage against the machine concerts on world peace itakuwa tofauti na free Tibet concert ya Beastie Boys kwa sababu the latter is more peaceful.

Sasa wewe unataka kurely on intelligence. First of all intelligence nèeds resources and most of the times moles involved. Peaceful demonstrations huwa hazina haja ya kuficha intentions kwa sababu una uhakika ni suala linaloungwa mkono na watu wengi.

All these are subsets of demonstrations. When you take it to the streets, if you mean no harm, you will follow the ordinance of your city. A demonstration planned to be held on the London bridge will have restrisctions on the mode, time etc.
A demonstration in the form of a concert, will also have some restrictions kwa sababu kutakuwa na adrenaline pumping of some kind. For example Rage against the machine concerts on world peace itakuwa tofauti na free Tibet concert ya Beastie Boys kwa sababu the latter is more peaceful.

Sasa wewe unataka kurely on intelligence. First of all intelligence nèeds resources and most of the times moles involved. Peaceful demonstrations huwa hazina haja ya kuficha intentions kwa sababu una uhakika ni suala linaloungwa mkono na watu wengi.
So if we lack resources and intelligence capabilities ambazo ndizo fundamental tools za ku-manage demontrations kwanini tusijitahidi kuzijenga kwa limited resources tulo nazo?

Huoni kwamba kwa macho yako nje twaonekana tuna mapungufu kwenye critical thinking capacity?
