The former is the applied computer science in software engineering only, the later is the general computer science programme.

So BSc. in computer science in software engineering, the programme means you have already specialized in one area of the computer science applications. More like you will be studying computer science programme based/limited to software engineering applications.
It's like comparing BSc. in information mathematics (BSc. in mathematics in information systems) and BSc. in mathematics.
BSc. in computer science is a general programme that later you will choose to specialize in one of its specializations/applications.
The university degree programmes are not mistakenly designed, choose wisely even if they may seem equal, they are different.
For different profession specialists working in same areas doesn't mean their degree professions are same that means they have met the job criteria and qualifications for the job.
E.g. for the job stating:
Needed Electrical/Computer/telecom engineer it doesn't mean electrical, telecom and computer engineering are same at graduate level, it means at least all of them may have touched that course( e.g PCB design, circuit design, etc ) from the college that we are looking for some one to have a knowledge for and can work in collaboration with our team.
Same as fod some companies looking for IT/Computer Scie./Comp.Eng/Software Eng. For the job and you're like these professions are same, No! It means we are looking for someone who at least have some experience for web/app development for which it is true for the four professions above, computer programming is fundamentally taught. But actually they are solidly different, only one may be the background of the other.
Choose wisely!!
An electronics maintenance engineer is needed and these two applies the same job.
BSc. in electrical engineering
BSc. in electrical and electronics engineering
The same country but miraculously these programmes 'claims' to have the same curriculum structure!!. But the Hiring manager will have the first impression on BSc. in electrical and electronics guy, though electronics might be a course inside Electrical degree programme, yeah you have lost the first impression to the job interview but that doesn't generalize.
Again choose the degree programme wisely!.
In UDSM there are BSc. in Geology and BSc. with Geology, they are sharing some courses but they are different programmes and aren't mistakenly structured!!!.
