Pre-feasibility study for a Wastewater Treatment Plant for the Stone Town and New Town, Zanzibar.

The City Climate Finance Gap Fund (“Gap Fund”) is a partnership among donors: the German Federal Ministry for the Economic Affairs and Climate Action (BMWK), the German Federal Ministry of Economic Cooperation and Development (BMZ), and Luxembourg’s Ministry of the Environment, Climate and Sustainable Development. Implementors are the European Investment Bank (EIB) in partnership with the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) and the World Bank (WB). For this BID the implementor is GIZ.

The Gap Fund supports cities in their development and implementation of climate strategies and investment projects. Climate change associated risks for Zanzibar are in the form of an increased likelihood of extreme temperatures, rising sea levels, erratic and unpredictable rainfall patterns, and variability in precipitation. To adapt to climate change and mitigate the climate-related risks, the Zanzibar City Council and Small towns (ZCCS) provides a “response framework” that guides the island in developing a climate-resilient and sustainable economy.

Among the fundamental challenges facing wastewater management systems in Zanzibar, in general – Stone Town and New Town, is the lack of adequate infrastructure and technologies, effective policy as well as institutional and legal frameworks to support the different actors involved in the system. Further, Zanzibar is faced with acute energy poverty and relies solely on power supply from Tanzania-mainland. In this regard, transforming waste into electricity is a priority. Therefore, Zanzibar needs to develop solutions to the wastewater management problems, especially within the Stone Town which is part of the central business district of the Municipality and key attraction to the many tourists visiting Zanzibar throughout the year.

The Zanzibar City Council (ZCC) has submitted its expression of interest to the Gap Fund for support municipality’s need to find suitable solution for waste-water treatment. GIZ in Partnership with the ZCC is seeking a consultancy service to undertake a pre-feasibility study in Zanzibar. Recommendations from the study will be used to inform the decision-makers of the ZCC on the most appropriate wastewater treatment technology. The pre-feasibility study should also highlight the realistic business model of the preferred option.

Requirement:

GIZ invites bids from eligible and qualified bidders for the preparation of a pre-feasibility study on establishing a wastewater treatment system that can generate alternative income opportunities and re-use options such as generation of electricity for Stone Town and New Town in Zanzibar.

The contractor will design a baseline study, propose three wastewater treatment technologies based on resource recovery and re-use strategy, using information obtained from the baseline study. In addition, he or she will carry out analysis of the three alternatives and recommend a preferred option and a potential site where the preferred facility can be constructed. The contractor will prepare, a capacity building strategy and action plan for implementation, make available key climate and investment data for the selected wastewater management option.

Personnel Concept:

The contractor is required to provide personnel who are suited to filling the positions described, based on their CVs, the range of tasks involved and the required qualifications.
