The Uganda Communications Commission (UCC) has formally welcomed the entry of Starlink into the Ugandan market, marking a significant step forward in the country’s efforts to expand digital connectivity.

In a public notice issued on Friday, May 15, 2026, the UCC announced the successful conclusion of discussions between the Government of Uganda and Starlink. The parties have signed both a Memorandum of Understanding (MoU) and an operational license agreement, paving the way for the Elon Musk-owned satellite internet provider to begin offering services across the country.

“This development marks an important milestone in Uganda’s digital transformation journey and reflects the country’s continued commitment to creating an enabling environment for innovation, investment, and inclusive connectivity,” the UCC stated.

The introduction of Starlink is expected to bring substantial benefits to both consumers and businesses. As a new player in Uganda’s telecommunications sector, the company is anticipated to expand consumer choice, stimulate healthy competition, and drive improvements in service quality. Regulators also anticipate positive effects on pricing and continued innovation from existing operators.

A key advantage highlighted by the UCC is Starlink’s satellite-based technology, which differs significantly from traditional terrestrial infrastructure.

The low-Earth orbit satellite system promises broad, near-instant coverage across large geographical areas, including hard-to-reach and underserved communities. This capability is seen as complementary to existing networks and a practical solution to persistent coverage gaps in parts of the country.
