As the rest have said, putting a minimum amount of pay or criteria of which the pay will be discussed is a good start. And to my understanding whatever the idea is what you are asking for is not a one man job if you are to get the best results, those are 4 apps(although they are 2 platforms, but I consider tablets and smartphone apps to be different).
Whomever gets the tender, if you need an extra hand in any of the two platforms I'll be more than happy to take part as a resume building activity.
