Reporting to ED, the incumbent will advise the ED on programmatic technical components. DTS will lead the team in projects implementation, performance and impact evaluation process and grants/project write-ups. The incumbent will be responsible for program implementations and results provides road maps for project implementation strategies and advice TIP on strategic technical partners and partnerships. Be a liaison officer with TIP's partners in line with technical support to the available programs. Participate in business development and assist the ED in representing TIP to relevant partnership forums:
- Supports the Executive Director in Providing technical, programmatic and administrative management of key components of TIP's HIV/AIDS, TB and other Public health related Programs,
- Leads and supports the preparation of the technical and programmatic review of implementing partners annual work plans and sub-agreements with partners, quarterly and annual progress reports and budgets, success stories, and research results.
- Provides technical and programmatic leadership in the areas of Community Based HIV services, HIV prevention; behavior change communication; reduction of stigma and discrimination; Testing and Counselling; care and support; TB and treatment of STIs.
- Provides technical and programmatic oversight of key components of program activities
- Collaborates in the design, implementation and evaluation of appropriate operational and intervention-linked quantitative and qualitative research and efficacy studies for program Evaluation.
- Responsible for line management of all Technical staff in including senior Technical officers, Regional Advisors, Program officers and any other cadre that fall under the technical team.
- Provides expert guidance to implementing partners in the development of achievable, measurable plans and objectives for implementation of innovative Community based HIV/AIDS and other public health interventions.
- Provides senior level technical assistance in capacity building, planning, implementation, monitoring and evaluation to key Partners and government partners.
- Initiates, organizes, facilitates and documents Quarterly technical meetings with implementing partners and program coordinators meeting.
- Conducts field visits meet with implementing partners and government health officials as appropriate, providing technical, programmatic and administrative guidance during the visit.
- Participates in regular technical team meetings, team meetings organized by the Government, Partners and other stakeholders.
- Lead the preparation of site visits for high-level delegations that include Development partners, Government Representatives and Board Members.
- Coordinates and communicates regularly with other members of the team and other TIP staff on administrative, technical, programmatic and policy issues related to HIV/AIDS, TB and other Public health Issues.
- Lead the technical team in writing, drafting and editing final versions of all necessary technical and scientific reports and presentations.
- Coordinates and edit materials and reports related to HIV/AIDS and other public health issues for TIP briefings and presentations.
- Participate in reviewing contractor and grantees' financial reports for compliance with Donors requirements and procedures.
- Assists in preparing financial management documentation in the areas of program responsibility, with input from responsible technical and finance staff.
- As required, prepares Monthly activity summaries for regular Sharing with the Executive Director
- Identifies opportunities for collaboration with other health and non-health stakeholder’s with common interest of reaching vulnerable groups and people living with HIV/AIDS with information and services.
- Ensures technical and programmatic synergy between HIV/AIDS and family planning and maternal and child health activities, social marketing activities, and other governmental and non-governmental HIV/AIDS activities by facilitating exchange of technical information and identifying opportunities for partnership on technical and programmatic activities.

- Coordinates and edit materials and reports related to HIV/AIDS and other public health issues for TIP briefings and presentations.
- Participate in reviewing contractor and grantees' financial reports for compliance with Donors requirements and procedures.
- Assists in preparing financial management documentation in the areas of program responsibility, with input from responsible technical and finance staff.
- As required, prepares Monthly activity summaries for regular Sharing with the Executive Director
- Identifies opportunities for collaboration with other health and non-health stakeholder’s with common interest of reaching vulnerable groups and people living with HIV/AIDS with information and services.

Program design and strategic planning; Provide leadership in implementation of TB and TBHIV program activities in the regions of Mwanza, Mara, Manyara and Tanga. Providing technical support to regional/district health management teams and hospital staff on implementation of agreed upon activities. Organize coordination and facilitation of trainings and technical assistance to partners on matters related to prevention, care and treatment of TB and TB/HIV. The focus has been on: On-site Mentoring, Supportive Supervision and centralized in-service trainings. Participate in reviewing national guidelines and training material for HIV, TB and TBHIV. Coordinate health facility service provision capacity and performance assessment activities. Help districts and hospitals in development of annual work-plan operational budgets for implementation of UMB/MGIT supported projects. Assist facilities in proper documentation; data collection, maintenance of data bases and timely compilation of reports. UMB/MGIT representation – Government bodies, specifically the Ministry of Health and Social Welfare and also other partners as may be identified. Data collection for KAP study on ADDO in Ruvuma Region. Review radio spots and ADDO logo, and conduct a field test to establish their acceptance.
