Somalia kumepamba moto na asilimia kubwa za attack zina toka karibu na sehemu ambazo zipo karibu na kenya (sio ndani ya kenya), may be they want Kenyan government to support them in some way of making sure when they ambush those people cant run into their borders or some other tactics but im pretty sure something has to do with it.

Statistics show that Kenyan exports to Tanzania grew from Sh22.3 billion in 2007 to Sh29.3 billion in 2008, an increase of 27 per cent. Over the same period exports from Tanzania to Kenya rose from Sh6.6 billion in 2007 to Sh7.3 billion in 2008.

America comes to Kenya

US Secretary of State Hilary Clinton will attend Agoa conference this week but may also address issues such reforms, corruption and post-election chaos

America's ambassador to Kenya Mr Michael Rannerberger will today issue a statement setting the tempo for his country's Secretary of State's visit to Kenya on Wednesday.

Just hours to the arrival of US Secretary of State Hillary Clinton, for whom a security shield and fabulous reception has been laid out, Rannerberger will speak about Cabinet's failure to establish a Special Tribunal which meets international standards.

With the hour drawing close, Kenya's expectation over her visit include compensation for victims of the 1998 terror attack at US Embassy in Nairobi that killed 224 and injured hundreds, blinded some and immobilised others forever. An MP has already said she should be asked to name the ministers banned from stepping in the US over dubious conduct. Another said she should help Kenya unmask the faceless ‘ghosts' behind Sh7 billion Anglo Leasing twin scandals since her country is already holding a key potential witness.

It was also significant that on Sunday, as Mrs Clinton packed her bags for her 11-day tour of seven African states, the influential Human Rights Watch (HRW) asked her to, "threaten travel bans and other sanctions on the suspected ringleaders of last year's post-election violence in Kenya."

That she is coming after the Cabinet united to kill hopes for a local tribunal, erected barriers on the road to The Hague, and even discussed possible withdrawal from Roman Statute and its signature on International Criminal Court protocol, could mean Kenya should be expecting an earful from her. It could be coached in diplomatic language, given the issues of sovereignty, but it must also reinforce Obama's own repeated disappointment with Kenya's leadership and plummeting democratic ratings.
Officially, Clinton will be in Kenya, which was snubbed by Obama, who was born to a Kenyan father, to attend a major conference on the African Growth and Opportunities Act (Agoa) but its symbolism, message and timing would eclipse her listed assignment.

Speaker Kenneth Marende, seemingly appreciating the present circumstance of Kenya sent out a message to her: "We urge you to come to our aid in finding a solutions to our problems even as we take the primary responsibility to do so."

Symbols of failure

Kenyans are under no illusion that, just like Obama's last emissary to Kenya, Clinton will be coming as a friend but with a warning - reform the constitution, revitalise institutions of governance, break the circle of impunity and punish post-election offenders.

HRW wants her to also use the visit to pressurise President Kibaki to remove Attorney General Amos Wako and Police Commissioner Mohammed Hussein Ali, who it says are, "two individuals who have become important symbols of the Government's failure to hold accountable Government officials implicated in serious human rights violations." This was contained in an open letter circulating on the Internet and signed by Georgette Gagnon, HRW's executive director, Africa division.

"The Cabinet now claims that existing mechanisms can deliver justice…Given that senior politicians and government officials stand accused of grave crimes, all sides acknowledge that existing mechanisms are not sufficiently independent for the task," HRW argued.

She will address critical trade and political reforms including Agenda Four items in the accord signed by Kibaki and Raila - mainly on historical injustices, comprehensive reforms, overhaul of police and judiciary, and justice for the post-election violence victims.

Clinton will be accompanied by Secretary of Agriculture Mr Tom Vilsack, US Trade Representative Ron Kirk, and Assistant Secretary for African Affairs Mr Johnnie Carson.

The delegation arrives in the week Kenya marks the 11th anniversary of the 1998 terror attack.

"Secretary Clinton is coming to the Agoa conference. I don't want to comment now but I will issue a comprehensive statement on the visit tomorrow (today)," Ranneberger said on Sunday.

Terrorist activities

He added: "You can guess what Secretary Clinton will comment on the issue of Special Tribunal…"

Central Imenti MP Gitobu Imanyara said the visit must be used to lobby for compensation of the bomb's victims. "Innocent Kenyans bore the brunt of terrorist activities against US. People lost lives, others permanently maimed. We hope the Obama administration will not abandon the victims," he argued.

"The visit shows Kenya was not snubbed by the US. The Obama administration identifies Kenya as playing an important role in his foreign policy," explained Mr Imanyara.

Imanyara said Kenya must seize the opportunity through Wako to seek assistance from US Government on Anglo-Leasing.

"Mr Wako must not shy away from asking for assistance on Anglo-Leasing evidence. The suspect in US custody has information. It is an opportunity we cannot miss," Imanyara argued.

Public Accounts Chairman Bonny Khalwale said the US must pile pressure for trade and political reforms on Kenya, adding he would petition Clinton to name and shame corrupt ministers denied visas. He will also seek support in relation to improving trade ties including the direct flights to the US.


Clinton becomes the second Secretary of State to visit Kenya in recent times after her predecessor Ms Condoleeza Rice who came in the middle of last year's chaos
Marende met House Democracy Assistance Commission (HDAC) members in US last week and reported: "HDAC Chairman Mr David Price told us the US values strong institutions of governance and is keenly following how Kenya will address the underlying causes of the 2007 election conflict."


While in Ghana, Obama said: "Make no mistake: history is on the side of these brave Africans, and not with those who use coups or change Constitutions to stay in power."
Africa doesn't need strongmen, it needs strong institutions." He also warned: "We have a responsibility to support those who act responsibly and to isolate those who don't, and that is exactly what America will do."

Apparel, textile dominate Agoa exports to US

More than 6,400 products that are included in the US Generalised System of Preferences are apparels and textiles.Apparel exports currently constitute the largest category to the US from the export processing zones since the enactment of Agoa Act.

Kenya exported apparel valued at Sh13.7 billion to the US last year . Agoa grants duty-free treatment to certain apparel articles, hand loomed, handmade, folklore items or ethnic printed fabrics and textile articles such as blankets, sheets, towels, and floor coverings.

Countries that qualify for the trade benefits of Agoa and have met the ‘Wearing Apparel' provisions may export apparel and certain textiles to the US duty-free, subject to an annual limit. Such limit is measured in square metre equivalent, and is set as a fixed percentage of all US imports of apparel in the preceding 12-month period for which data is available.

This annual limit was initially set at 1.5 per cent of total US textile and apparel imports, and was due to increase in equal annual increments to 3.5 per cent by the end of September 30, last year.

Agoa II doubled the applicable quotas to seven per cent in year eight. Agoa III extended normal apparel benefits to 2015, without changing the applicable quota limits.

This means that from last year to 2015, the annual quota limit will be set at seven per cent based on total imports of apparel into the US (from all sources) during the previous year. The limit is highly unlikely to present quota challenges to Kenya.

Security in Nairobi has been boosted ahead of US Secretary of State Hillary Clinton’s visit to Kenya this week.Several contingents of police have been mobilised to patrol and watch specific areas in Nairobi before Clinton arrives.Nairobi PPO Njue Njagi confirmed to The Standard security had been beefed up without elaborating what they were doing differently.

"You know this week we have important visitors. Just know security has been scaled up and we are on high alert," he said.

Personnel from the General Service Unit, regular and Administration Police have been patrolling the streets of Nairobi since Friday. There has been a high concentration of police in parts of city estates including Eastleigh, South C, and South B, among others. Police are now even using helicopters to patrol the city.

About five special vehicles that Clinton and her entourage will use have been brought in and kept at an undisclosed location.Clinton visits seven nations in Africa this week and she will attend an annual trade meeting with sub-Saharan Africa.

Political Elite

Kenya is America’s key partner in East Africa. Clinton is expected to press the Government to deal with corruption and deadlock over the best way to try perpetrators of post-election mayhem and urge the creation of a local court to handle those implicated.

Some Kenyans viewed President Barack Obama’s decision to visit Ghana first as a snub to his ‘homeland’, but others felt it was correct not to reward the corrupt and tribally tinged political elite.

While in Kenya, Clinton will also meet President Sheikh Sharif Ahmed of Somalia who is struggling to take control from hard-line opposition fighters bent on overthrowing his government.The West fears Somalia could become a haven for foreign militants looking to attack the region and beyond.

The US is also concerned about a rise in piracy off the coast of Somalia, including attacks on US-flagged ships. America’s involvement in Somalia in the 1990s ended in shambles and experts warn Clinton against inflaming the situation.

She will also visit South Africa, Angola, Democratic Republic of Congo, Liberia, Cape Verde and Nigeria.
