Six European countries, among them US NATO allies, have joined an EU scheme to bypass Donald Trump’s sweeping sanctions, which ban all trade activities with Iran, raising the ire of a notorious American ambassador in Berlin.
Belgium, Denmark, Finland, the Netherlands, and Sweden released a joint statement relating their intent to connect to INSTEX, short for the Instrument in Support of Trade Exchanges, a European special-purpose vehicle. The move is to “facilitate legitimate trade between Europe and Iran,” and also to make the Islamic Republic stick by the 2015 JCPOA nuclear deal.
The news –lauded by some European diplomats– earned an angry rebuke from Richard Grenell, the US Ambassador to Germany. The envoy, whose heavy-handed diplomacy has irritated many influential Germans, found in his crosshairs a tweet by Lars Nordrum, Norway’s Ambassador to Iran.

Eight EU countries have joined INSTEX, the mechanism set up to trade with Iran while circumventing US sanctions, and another two are set to follow, according to an aide to EU High Representative Federica Mogherini.
“Apart from the three countries that initiated the creation of the mechanism – France, Germany and Great Britain – eight more EU member states have decided to join. Two more countries are expected to follow in their footsteps,” Nathalie Tocci, an aide to Mogherini, said on Monday on the sidelines of the Valdai Club meeting in Sochi.
While Tocci did not mention which countries were joining the exchange, Sweden and Belgium have both said they plan to join, and membership was opened up to all EU countries in June, five months after the exchange’s creation.
Earlier this month, senior Iranian lawmaker Mucteba Zunnur said the EU had promised to contribute $15 billion to INSTEX – and promised in return to resume compliance with the JCPOA nuclear deal if the money was received before the end of the year. The EU had no official response to his claim.

The European financial settlement mechanism (INSTEX), aimed at circumventing US sanctions against Iran, is working and transactions are already happening, according to Iran’s JCPOA envoy.
The payments mechanism was established by the European Union to keep trading with Tehran despite US sanctions in order to keep the nuclear deal with Iran alive.
The US re-imposed sanctions against the Islamic Republic following Washington’s withdrawal from the 2015 Iran nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA).

The international financial messaging system SWIFT has announced the suspension of several Iranian banks from its service. The move comes as the United States re-imposes nuclear sanctions on Tehran. Washington has been pressuring SWIFT to cut off Iran from the financial system as it did in 2012 before the nuclear deal. Six years, ago the EU imposed sanctions on Iranian banks, forcing SWIFT, which is subject to EU laws, to cut financial transactions with at least 30 of Iran’s financial institutions, including the central bank.
Iranian banks were reconnected to the network in 2016 after the Iran nuclear deal came into force, allowing much needed foreign cash to flow into Tehran’s coffers.

Germany's Foreign Ministry took to Twitter to defend the Iran deal, also known by the acronym JCPOA (Joint Comprehensive Plan of Action), and to vow that Berlin would continue to trade with legitimate businesses in Iran, as permitted by the agreement.
"The JCPOA is a key element of of global nuclear nonproliferation architecture and of multilateral diplomacy," said the German government in a joint statement with the UK and France. The European Union is enforcing the so-called Blocking Statute to protects its firms operating in Iran from the looming US sanctions against the country.
The first round of renewed US sanctions will take effect on Tuesday after midnight US Eastern time with the harshest sanctions expected to return in early November.
The European Commission has stated that despite US sanctions, European companies will continue doing legal business in Iran under the protection from Brussels.
“The lifting of nuclear-related sanctions is an essential part of the deal – it aims at having a positive impact not only on trade and economic relations with Iran, but most importantly on the lives of the Iranian people. We are determined to protect European economic operators engaged in legitimate business with Iran, in accordance with EU law and with UN Security Council resolution 2231,” the European Commission stated on Monday.
"This is why the European Union’s updated Blocking Statute enters into force on 7 August to protect EU companies doing legitimate business with Iran from the impact of US extra-territorial sanctions," it added.
Brussels announced back in May that it would enable the Blocking Statute starting from August. The law was first adopted in 1996 and forbids EU companies from complying with the extraterritorial effects of US sanctions. It allows companies to recover damages arising from such sanctions, and nullifies the effect in the EU of any foreign court judgements based on them.
