I don't recommend Burundi and Rwanda to join EAC. They must first settle their problems before joining EAC. The Tutsi and Hutu ethnic hatre will be brought to our Community and make it difficulty to progress

Kwa sasa Burundi na Rwanda wasiruhusiwe kujiunga na EAC mpaka kwanza kuwe na amani ya kuridhisha katika nchi zao. Sasa hivi kuna kesi ya uhaini Burundi na hatujui hatma yake itakuwa nini na matokeo yake. Rwanda nako siyo shwari, mauaji yanaripotiwa kwenye vyombo vya habari. Tuwe kama watu wa European Union ambao huchukuwa muda mrefu kumkubalia anayeomba kujiunga nao.

Wakati huo mrefu unawezesha nchi wanachama kuchunguza vitu vingi vinavyomhusu anayeomba uanachama kama: haki za binadamu, hali ya uchumi, hali ya kisiasa n.k. Hivyo basi tusifanye haraka ya kuwapokea Burundi na Rwanda wakati wote tunajua historia zao. Hata hivyo wanachama wa sasa bado hatujapiga hatua kubwa katika umoja huo kwa mfano mambo ya forodha, uhamiaji, ardhi, ajira n.k havijawekwa bayana, vina utata.

WANANCHI wa kada mbalimbali wilayani Kibondo, wameungana na wenzao kadhaa katika mikoa ya Mara, Mwanza na Kagera, kupinga maombi ya nchi za Rwanda na Burundi kupewa uanachama katika Jumuiya ya Afrika Mashariki (EAC).

Wakizungumza na Naibu Waziri wa Ushirikiano wa Afrika Mashariki, Dk. Diodorus Kamala, juzi, wananchi hao walipinga wazi wazo lolote la kuzikaribisha nchi hizo katika EAC.

Mkutano wa juzi ulifanyika katika ofisi za Mamlaka ya Mapato Tanzania (TRA), zilizopo eneo la Mabamba, kilometa 20 hivi kutoka mjini Kibondo.

Mmoja wa wazungumzaji alikuwa ni Kapteni Saleh, ambaye alisema Rwanda na Burundi hazijatulia kisiasa, hivyo si vema zikaingizwa EAC.

“Tukiziruhusu kujiunga, tutachukua matatizo yao, wapewe muda wajijenge kwanza,” alisema.

Ofisa Uhamiaji, aliyejitambulisha kwa jina la Obado, alisema: “Muda niliokaa na hawa watu nimeona bado sana, tusiwakaribishe sasa, tuna tofauti nao, sisi tumetawaliwa na Waingereza, wao wametaliwa na wakoloni wengine.”

Alipinga wazo la kuwaingiza kwenye jumuiya ambako wanaweza kupewa hati za kusafiria na vibali vya kuishi nchini kwa miezi sita.

“Kama sasa wanaingia kama wahamiaji haramu, itakuwaje baada ya kuwapa pasipoti?” alihoji Obado.

Kamanda wa Polisi wa Wilaya ya Kibondo, Twaha Ramadhan (SSP), aliungana na wazungumzaji wengine, kupinga Rwanda na Burundi kujiunga EAC.

Msimamo kama huo umetolewa na wananchi na viongozi kadhaa wa Shirati, Utegi, Musoma mjini (Mara), Isingiro, Mrongo, Rusumo, Kabanga (Kagera), na Mwanza mjini (Mwanza).
 
Ni mapema mno kuwaruhusu hawa majirani zetu kujiunga na jumuiya ya Afrika Mashariki kutokana na ukweli kwamba ndani ya nchi hizi silaha zimezagaa mno mikonono mwa raia kiasi kwamba sinaweza kuja tumika vibaya katika nchi zingine.

Ukiangalia mikoa ya Tanzania iliyokaliwa na wakimbizi, silaha ni nyingi sana. Na silaha hizo hizo zimeweza kupenyezwa hata mpaka miji mikubwa na vijijini na kutumika katika ujambazi na uhalifu mwingine wa kutumia silaha.

Kwanza wakusanye silaha zilizozagaa ovyo.
Pili wahakikishe kunakuwa na serekali yenye ridhaa ya wananchi.
Kuwe na umoja wa kitaifa( Ukabila utokomezwe.)

I think we should allow them to join EAC because of the following reasons:
- This could be a good chance of advising them to stop their fighting.
- It may ease the reconciliation going on.
 
Muungano nchi za Afrika ni kitu muhimu, lakini kabla ya kufanya hivyo lazima kuwe na makubaliano ya msingi. Kwanza tuna tatizo la lugha, ambalo litaleta gharama kubwa kama tutaungana na kuwa na lugha za kiofisi kama Kifaransa, Kiswahili, na Kiingereza.

Mpaka sasa Tanzania ni nchi ya Muungano, lakini bado muungano huu una matatizo mengi mno. Kabla ya kujiunga na nchi ambazo tangia uhuru zimejaa ubaguzi wa sura (wenye shingo ndefu na shingo butu tafsiri Wahutu na Watusi), inabidi kwanza nchi hizo ziamuwe kujisafisha ndani. Tukiungana nazo zitatuambukiza matatizo ya ubaguzi.

Ubaguzi wa Rwanda na Burundi kwa Kiswahili cha Kiha ni chiboko. Maana wao hawabaguani kwa kabila bali kwa sura na maumbile. Sitaki hii itokee au iambukizwe kwetu. Kama tunataka muungano wa kweli, tusafishe matatizo yetu ya Zanzibar, na wao wasafishe matatizo yao ya Utusi na Uhutu. Hii ya kufagia na kufunika uchafu kama inavyofanywa na wake na Kagame "is not working". "What is going on is" kutesa kwa zamu. Mhutu akichukuwa Watusi wanaipata. Mtusi akichukuwa, Wahutu wanaipata. There is no conceded effort to bring the people together. Educate them on diversity and merits of it.

For those reasons, I will vote to keep Burundi and Rwanda out. Use their interest in joining the EAC as a negotiating tool in intergration and acceptance of divesity in their community.

ALL is set for Rwanda to become the newest member of the East African Community (EAC) come next month.

Officials from Rwanda signed an agreement accepting all conditions imposed on them as prerequisite before being admitted into the regional body. The agreement was signed with EAC permanent secretaries charged with the high level negotiations last Sunday.

The next important pronouncement will be made at an extra-ordinary meeting for the EA ministers responsible for regional integration in Arusha between November 10 and 11, according to Ambassador Juma Mwapachu, the Secretary General of the EAC.

The ministers’ recommendations would be considered at the EAC Heads of State Summit slated for November 29 and 30 in Dar es Salaam.

“Our week-long meeting has ended with the signing of the agreement between the EAC permanent secretaries and the Rwandan government,” said Ambassador Mwapachu yesterday.

He said Rwanda qualified to join the regional bloc after meeting all benchmarks outlined by the EAC.

According to sources at the meeting, a last minute hitch cropped up requiring Rwanda to join the EA Customs Union immediately. The land-locked country requested at least 36 months for adjustment, a request that was turned down by the negotiators.

After consultations in Kigali, the Rwanda delegation agreed to join the Customs Union, which is the entry of the regional economic integration. The Rwandans also accepted the requirements for the creation of the EA Common Market by the year 2008, which is the second stage of the EAC regional integration process.

The Common Market would involve free movement of persons, labour and capital in the region.

Rwanda has also accepted the Third EAC Development Strategy (2006-2010), attraction of investments, joint marketing and fast tracking the political federation.

The Rwandan government has accepted the three bands Common External Tariff (0, 10, and 25 per cent) and the gradual phasing out of all internal tariffs by year 2010 as endorsed by the founding three partner states – Tanzania, Kenya and Uganda.

Kenya’s exports to Tanzania and Uganda are charged limited tariffs, but would be completely removed in the next four years. But Tanzania and Uganda’s exports to Kenya are pegged at zero tariffs. The temporary preferential is due to Kenya’s advanced economy.

Rwanda’s entry follows visit by the EAC’s ‘Verification Committee’ to Kigali last year and earlier this year. The experts had indicated in their report presented to EAC Secretariat that Rwanda had made impressive strides in economic, judicial and political spheres since the 1994 genocide.

Rwanda applied in 1996 to join the EAC. However, the application was deferred because the three founding partners were yet to establish the Customs Union. The Customs Union came into force on January 1, last year.

Burundi to be admitted into EAC

THE East Africa Community membership is set to broaden to five countries next month after the process of admitting Rwanda and Burundi was finalised.

Burundi followed in Rwanda's footsteps by signing an agreement accepting conditions for admission. Rwanda had signed a day before.

Burundi and Rwanda's admissions mean the bloc will now have a population of about 110 million, which is a boost to trade and investment opportunities in the region.

The two tiny central African countries were part of German East Africa but were curved off and put under Belgian colonial administration after the World War I.

Burundi's acceptance agreement was signed on Monday evening between the EAC negotiating team led by Kenya's Permanent Secretary for Foreign Affairs, Mr Peter Nkuraiyia, and their Burundian counterparts, headed by Ambassador Jean Rigi, the country's Permanent Secretary of External Relations and International Co-operation.

Burundi, like Rwanda, has agreed to accede to the EAC Treaty and all legislations and protocols, signed by the three founding member states of Kenya, Uganda and Tanzania.

They include the EAC Customs Union Management Act 2004 and the region's entry point in the integration process, although Burundi has asked for a 'reasonable' timeframe to implement the protocol.

The meeting was informed that Burundi had a free trade arrangement with Kenya, but has preferential tariff treatment at 80 per cent reduction with Uganda in accordance with COMESA arrangement.

Goods from Tanzania attract duty rate in accordance with the Burundi Tariff Act.

The Burundian delegation, however, pledged to eliminate internal tariffs once formally admitted at the Summit of the EAC leaders, planned for November 30 in Dar es Salaam. Technically, the Summit is the final ruling body on all affairs of the EAC.

The war-torn country has also accepted to conform to the EAC status on cross-border crimes, refugees, inter-state defence and security and prevention and control of small arms and light weapons.

Burundi has nodded to the inter-parliamentary mode and fora for joint cooperation, including the envisaged political federation, the ultimate objective of the regional bloc.

The Common Market, the second stage of integration, and the development strategy (2006-2010), is also part of the pact.

After the admission, Burundi and Rwanda will be allowed to use the East African passports.

In his opening statement, the EAC Secretary General, Ambassador Dr Juma Mwapachu, said that the entry of Rwanda and Burundi would strengthen the integration process in the wider sub-region.

"It will also facilitate the harmonisation of trade and infrastructure policies," noted Ambassador Mwapachu.

Waruhusiwe ili waanze kuongelea maswala yao kama wanyarwanda na warundi, na si kama wahutu na watutsi.
