Mr. Mwigulu Nchemba is a deputy secretary of Chama Cha Mapinduzi (CCM) and Member of Parliament in Tanzania. Mwigulu has been directly linked to multiple terror activities in Tanzania. He has inhumanly directed the killing of individuals with impunity. Regardless of the incriminating evidence, no one has ever questioned this man. Mwigulu was trained by the Chinese Military, and thus constantly wears Chinese military hut.

Under the Government of president, Jakaya mrisho Kikwete Impunity is a common order of the day; Minister of Consular Affairs Tanzania embassy in Washington, Alan Mizengi, has been rewarded a job as an adviser to the president in Dar es salaam, Tanzania. Yet, in January 2008 ruling, a U. S. district court judge found that Mzengi and hi wife forced a 20 year old women named Zipora Mazengo into domestic slavery in their six bedroom Bethesda, MD. This was reported by the Washington Post. Therefore, impunity is a big problem in the government which Mwigulu is part of.

Mwigulu Nchemba is a person of questionable moral character that should not have been allowed to enter the United States. He is a danger to the United States public. Mwigulu has been working with Tanzania intelligence services to kidnap, torture and Kill Chama Cha Mapinduzi opponents. On several occasions he has warned the Tanzanians not to attend opposition rallies.

Mwigulu Lameck Nchemba, Jackson Nzoka, and Ridhiwani Kikwete have been making inflammatory terroristic videos such as this. Mwigulu produced the video, without informing the police. Mwigulu has been orchestrating along with Tanzania police and intelligence services fake terror cases against the opposition leaders. Because they are in the government, no one has ever questioned them or can question them. No one can arrest them and take them to court. They are enjoying the same culture of impunity.

United States should never be partial to terrorists, and encourage impunity. On Sunday 29[SUP]th[/SUP], Mwigulu will be holding a public political meeting in Maryland. This is a dangerous man that should not be in the United States Soil. Mr. Mwigulu is currently in USA and expecting to rally at 1400 University Blvd, East Hyattsville, Maryland 20783 from 4pm to 8pm, tomorrow September 29, 2013.
