Navyosikia ni kweli Balali amefariki Washington, USA. Serikali itatangaza kifo chake kesho. Ngojeni mtasikia tu! Lazima kakolimbwa huyo!
 
Jamani shangilieni kwani Mungu anatuletea ukombozi. Naona majeneza zaidi, naye fisadi mkuu analia kinafiki akijua naye lake laja.

Mimi nitashangilia pale ambapo itajulikana kwamba huyu jamaa aliacha ushahidi wa deal yote ya ufisadi wa BoT na huyo aliyeachiwa aliambiwa atakapofariki tu basi asubiri muda na kisha auanike ushahidi huo hadharani. Vinginevyo atakuwa ameondoka na ushahidi wote ambao una umuhimu mkubwa wa kuwatia hatiani viongozi wa juu wa sirikali labda wa awamu ya tatu na nne akiwemo fisadi Mkapa.

Bila ya kuiona death certificate wengi wetu itakuwa vigumu kuamini kifo cha Ballali hasa ukitilia maanani kwamba sasa hivi Tanzania kuna mafioso wa hali ya juu, wanaweza kufanya lolote lile ili wafiche ushahidi. Pia kuna uwezekano Ballali kapelekwa nchi nyingine na kupatiwa majina mengine mapya na ushahidi wa majina hayo mapya ikiwemo passport, birth certificate n.k. ili mradi tu hakuna mtu wa kumshtukia. Kama kweli alikufa muda kitambo uliopita kwa nini watudanganye? Panapofuka moshi....Hapa kuna jambo kubwa sana.

Ndugu Wananchi;
Jambo la tatu ambalo nimepanga kuliongelea leo ni hili suala la ukaguzi wa Akaunti ya Malipo ya Madeni ya Nje na hatua zinazoendelea kuchukuliwa baada ya taarifa ya ukaguzi kutolewa.

Ndugu Watanzania wenzangu;
Kwa mara nyingine tena nawapongeza na kuwashukuru wakaguzi wa Kampuni ya Ernst and Young kwa kazi nzuri waliyoifanya na kutoa taarifa ya kina kuhusu matatizo yahusuyo matumizi ya fedha za Akaunti hiyo. Nawashukuru pia Watanzania wenzangu kwa kuunga mkono hatua tulizochukua na tunazoendelea kuchukua kuhusu suala la Benki Kuu. Hata hivyo, nasikitishwa na taarifa ninazozipata kuhusu kuwepo uvumi mwingi unaoenezwa na baadhi yetu kuhusu suala hili. Baadhi ya uvumi huo umekuwa unapotosha ukweli na kuwachanganya wananchi. Napenda kutumia nafasi hii kuwaomba wanaoeneza uvumi na uongo kuacha kufanya hivyo. Aidha, nawasihi wananchi wawe watulivu na wavumilivu.
Napenda kuwahakikishia kuwa, Serikali inayo dhamira ya dhati ya kulifuatilia suala hili mpaka mwisho wake ujulikane. Mwisho ambao utakuwa na maslahi kwa taifa letu. Pamoja na yote yatakayofanywa, tunataka kuhakikisha kuwa fedha zilizolipwa kinyume cha utaratibu zinarudishwa. Mwanasheria Mkuu wa Serikali na wenzake, yaani Mkuu wa Jeshi la Polisi na Mkurugenzi Mkuu wa TAKUKURU wameanza kuchukua hatua. Nimewataka watoe taarifa kwa wananchi mara kwa mara kadri inavyowezekana pamoja na haja ya kuwa waangalifu kutokutoa mengi yahusuyo uchunguzi wanaoufanya ili ushahidi usiharibike.
Nawaomba Watanzania wenzangu tuwe na subira. Naamini kazi hii itakamilika ndani ya kipindi cha miezi sita tuliyowapa. Napenda kurudia ombi la Serikali kwa wananchi wenye taarifa zitakazosaidia katika uchunguzi na hatua katika suala hili waisaidie kamati yetu-Jakaya Kikwete.

Tanzania over the weekend was showered with dollars by the United States of America. This was in appreciation of President Jakaya Kikwete’s resolve to fight corruption, which is unfortunately the way of governance in some African countries.

While signing away $700 million in Dar es Salaam on Sunday, US President George Bush did not cushion his remarks in diplomatic jargon and niceties. He stated bluntly that “America does not work with thieves.”

He could have added “anymore” because before the Cold War ended, the US supported kleptocrats like Field Marshal Mobutu who destroyed Zaire (now DR Congo).

But the time now is for concentrating on the present and the future. The reward of $700 million Tanzania has received from the Millenium Challenge Account will go towards supporting road works, electricity and water supplies. Announcing the cash reward, Mr Bush said, “You are a good man, Mr President, and I am proud to call you a friend.”

The hefty reward for rejecting corruption comes in the wake of the resignation of Tanzania’s Prime Minister whose name had been mentioned in a corruption scandal. One can say that it may not be a coincidence.

But whether the two developments are related is not the issue; what matters is that the US which has the money is convinced about the genuineness of Mr Kikwete when he says he is going to fight corruption.

Kikwete is not the first African president to convince the donors in recent years that he means business. Gen. Paul Kagame of Rwanda has so impressed the donors with his determination to run a clean administration that Kigali is now almost in position to choose which development partner to work with.

The example of the likes of Kagame and Kikwete should restore hope for Africa, that it is indeed possible for leaders to say ‘no’ to corruption; that a leader can part company with even the closest political associates in the interest of protecting national wealth; that leaders’ “relatives, friends and in-laws” can also be required to do honest work instead of sponging off the sweat and toil of taxpayers at home and in donor countries.

As more leaders emulate Kagame and Kikwete, we shall start seeing an Africa where people do not have to blatantly rig elections in order to steal public funds while in office and to protect the already stolen wealth. It is indeed possible to govern without tolerating corruption.
 
Respond to corruption allegations, opposition tells Kikwete

A coalition of opposition parties yesterday reacted to President Jakaya Kikwete`s statement he issued on Wednesday accusing them of being investigators, enforcers, prosecutors and judges of officials implicated in corruption allegations in government circles.

The opposition parties - Chadema, Tanzania Labour Party (TLP), Civic United Front (CUF) and NCCR-Mageuzi � issued their official statement against the president�s remarks at a news conference in Dar es Salaam.

The latest opposition reaction came after President Kikwete made his first statement on corruption allegations facing his government, accusing opposition leaders of being investigators, prosecutors and judges of corruption charges in the government.

Speaking at a fund-raiser for the Arusha Diocese of the Evangelical Lutheran Church of Tanzania (ELCT) on Wednesday in Arusha, Kikwete said a country was normally led by established regulations, procedures and laws.

`The habit of some politicians turning themselves into investigators, enforcers, prosecutors and judges does not do justice to the accused as they are also entitled to the right of protection under the law,` he said.

But the opposition yesterday ridiculed Kikwete statement saying it demonstrated government failure to respond to the corruption allegations and embezzlement of funds in the public sector.

`It`s our task to point out and uncover public evils including corruption, but the government does not act we know that the President has been handled the names of corrupt officials in his government, but he is reluctant to take action,` said Juma Duni, CUF deputy secretary general for Zanzibar.

`Corruption in the government is common knowledge�everybody knows�opposition parties are not exposing something new to the public, but the government is not ready to respond,` he said.

The opposition parties want government officials accused of corruption to resign to pave way for independent investigations.

`Leaving them in office while investigation against them is going on could make them easily manipulate evidence and investigation processes. Ongoing investigations may turn out to be a `joke` unless these officials are forced to resign,` said Duni.

A representative from Chadema, Antony Komu, said simple answers by government leaders on serious corruption scandals could take the country in the wrong destination.

`The government should not take it for granted and lightly. Simplified response from government officials illustrates lack of seriousness and commitment to fight corruption by Kikwete`s government,` said Komu.

After the government failed to respond to their corruption allegations, opposition parties took the agenda down to the wananchi, something which has locked the ruling CCM and opposition parties in weeks of wrangling.

Augustine Mrema, TLP national leader, who read the opposition�s official statement, said they were obliged to protect public resources.

`The only way out is to go to the public and tell them about the ongoing corruption and embezzlement of funds in their government. We officially sought audience with the President to discuss pertinent issues of public interest, but he never responded,` said Mrema
 
Govt weighs allegations on BoT governor

The government has said it is working on allegations made on Bank of Tanzania Governor Daud Balali, which have been circulated on the Internet.

Speaking in Parliament yesterday, Minister for Finance Zakhia Meghji said the government was aware of allegations concerning Dr Balali’s alleged involvement in dubious deals in the BoT.

``I can`t say much on this matter because the government is working on the matter to find the truth of the allegations,` she said, without going deeper.

Commenting on the BoT twin-towers project, the minister said the tender was open and contractors were selected in a transparent manner after they won the tender.

Meanwhile, Meghji has emotionally attacked the country`s private and public media for what she claimed as reporting negatively on the 2007/2008 budget.

On the contrary, the minister praised international media houses, claiming they had reported positively on the coming year`s budget.

``This budget is one of the best in Tanzania as it had involved various stakeholders, including Members of Parliament. But the way our local media reported on this budget is very discouraging,`` she said.

``They have reported negatively, and have contributed much to mislead the entire Tanzanian community.

``From my understanding, the local media was supposed to educate people on the tangible benefits of this budget. But they always report negatively.

``In this budget, the local media, I can say, has not shown patriotism,`` she said.
 
Govt evasive on Balali `resignation`

Senior government officials said yesterday they had no information on the reported resignation of the Bank of Tanzania Governor, Daudi Balali.

However, impeccable sources contacted by The Guardian revealed that the BoT governor has indeed written a letter of resignation.

``We have just read about the alleged resignation of the governor through the press,`` said the State House Director of Information, Salva Rweyemanu, in a telephone interview.

He added: ``If there is a letter to that effect, then its existence will be known later because the President is on leave,`` said Rweyemamu.

Leakage of Balali`s resignation was yesterday backed up by details of a copy of a letter alleged to have been written to President Jakaya Kikwete, citing reasons for his resignation as having undergone a major operation at a Boston Hospital in the U.S where he has been admitted for ``over three months.``

Minister for Finance Zakia Meghji said in a separate interview that the news were ``a mere rumour,`` saying that she had not received any official information that Balalli had written or tendered a resignation letter.

``I have not received any letter or official information concerning Balali`s resignation. I have learnt about the reports from newspapers just this morning,`` she said, adding:
``From what I know, the Governor has been sick for a while. These are mere rumours. And if he was to resign, he would have written a resignation letter and tendered it to the government.``

``So far, we have not received such letter,`` stressed Meghji.

A source within the BoT�s Communication Department categorically downplayed the reports, also saying that the office had only heard the news from the media.

According to the official, the BoT circles were completely in the dark about the issue.

News on Balali`s alleged resignation comes amid calls from the opposition and members of public that the state should release findings of the audit report on alleged misuse of BoT funds, which was compiled by a foreign audit firm, Ernst & Young.

The report essentially revolves around issues concerning alleged dubious transactions made by the BoT through the bank�s External Payment Arrears (EPA) account.

The report is understood to be in the hands of the Controller and Auditor General (CAG).

The audit firm completed its work within 28 days
