Besides why not use the Mkuranga/Temeke gas for the Ubungo Generators - why transport gas all the way from Mtwara while there is plenty of gas near Dar?
According to the Professor's logic instead of generating power at Mtera/Kidatu/Kihansi, TANESCO should have piped the water to DAR as demand for electricity is there. Also NDC is going to generate its power from Mchuchuma coalfields - by the professor's logic they should transport the coal to DAR and generate power there.
The option of generating the power in Mtwara and build a high voltage transmission line to Dar should be seriously considered. A First year BSc Engineering student will tell you that it is cheaper and more efficient to transport electricity in high voltage lines than gas in a 36 inch pipeline over a 600kms distance! Besides the security and environmental requirements of guiding a 600kms gas pipeline are much higher than guiding a high voltage power transmission line.
Certainly the Professor did not convince me that he has a case - The Mtwara people appear to have advanced a better case.
