INTRODUCTION:
In many years, African have been living collaboratively in rural areas. Through extended family and neighborhood members have been volunteering each other in various ways to socio-economic activities.
It is from this spirit, Mwalimu Nyerere, the first President of Tanzania, came up with a philosophy of life called African Socialism (Cohn. H. 1977). This story explore the significance of the spirit in our lives today.
SOCIALISM AND SELF RELIANCE:
It goes back to 1967, during the Arusha Declarations. This was the time when the government implemented the African Socialism. It operated under Self Reliance policy. Under the policy people were organized to live cooperatively in the village.
According to Nyerere Interview (1977), 10 years after the , Arusha Declaration, the co operative societies were the bases of economic collaboration while living together in one place helped to provide social services easily.
LIFE AFTER SELF RELIANCE:
Following misconception of citizen with capitalist pressure, self reliance policy ceased to operate. Many young people were taken by relatives to cities and town searching for employment and better social services.
With the adoption of capitalist policy in early 80s, the country had to implement the Structural Adjustment Program -SAP from IMF and the world bank. It included the retrenchment of government workers to minimize the government expenditures. That exercise did increase the number of dependants in the families and within community.
IMPROVEMENT OF PRIVATE SECTOR
Following those unemployment crisis, the government had to empower private sector. The aim was to create good environment for Self employment. Public Private Partinaship were introduced in order to assist those private and community entities to serve the public.
COMMUNITY FUND INITIATIVES
These are the Community based effort to solutions. It intend to organize resources within the community to over come social constraints such as education provision, legal assistance and environment with sanitation.
ORGANIZATION OF THE IDEA
It will form three part, the local government authorities, the community based organization and the society.
It will be operated at street and village level by the community fund initiative Committee constituted from those three parts
It will be powered by all community through a campaign of " returning to the community".
COMMUNITY BASED ORGANIZATION
Will be responsible for operating the selected common projects with minimum profit. At the same time they build capacity to economic projects.
