A TEAM of dons led by the Chief Executive Officer of the Eastern and Southern African Universities Research Project (ESAURP), Prof Teddy Malyamkono, handed over a book titled 100 Academics in Search of Katiba Bora Tanzania, which emphasises on retaining the current structure or a switch to a one-government union. The book, which was handed over to the Vice-Chairperson of the Constituent Assembly (CA), Ms Samia Suluhu Hassan, is a work of 11 experts who researched on various matters related to the Union of Tanganyika and Zanzibar. Prof Malyamkono was accompanied by the Dean of the School of Law in the University of Dar es Salaam, Prof Bonaventura Rutinwa and an economist from the same university, Prof Nehemiah Osoro. Prof Rutinwa said that the book looked at issues related to citizenship and rights of the people and found it necessary that the union remain as it is or a possible switch to a one-government one considered. The constitution of Zanzibar has since 2003 stated that it is a country while the current one just repeated the former; this should not be a matter of concern, he observed. He added that a three-government union will not give equal rights to the people, pointing out that the Constitution of Zanzibar has already given exclusive rights to its people on some areas, while hindering the same to people on the Mainland. On his part, Prof Osoro focused on the economic implications as discussed in the book, saying that a three-tier union, as proposed by the Constitution Review Commission (CRC) in the Second Draft of the Constitution, will weaken the union government and make it poorer. He reiterated President Jakaya Kikwetes statement that such a situation could force the army to overthrow the government in case the two governments refuse to give monies to the Union government. He pointed out that research conducted by the team of experts shows that though the CRC proposes the reduction of Union matters from 22 to 7, the cost of running such a government will go down slightly because the matters removed were not costly ones. Those who are proposing the three-tier union basing on economic argument are not genuine, because such argument does not hold water here; we can only reduce costs by 6 per cent, he said. Prof Malyamkono pointed out that ESAURP, which is an umbrella for various public universities from 12 African countries, embarked on the research and found out that 50 years of the Union were enough to warrant a move to a one-government arrangement. It is not true that Zanzibar has gone too far in breaking the union, we can still move on with the current structure or switch to one government, he pointed out. At least 700 copies of the book have been submitted for distribution to CA members to serve as point of reference in broadening their knowledge. Ms Samia commended the academics for their work and promised to distribute the books to members. She said the publications will broaden the members knowledge as they deliberate on the draft constitution to enable them come up with the best constitution, which will meet the needs of Tanzanians.
