There are agents whose main goal is to scout for possible 'rats' just as others main goal is to recruit agents from rival institutions so as to be stealing sensitive intelligence data for them. They are called Handlers. What exactly makes one to opt to accept to be a double agent despite knowing the risks involved upon being caught?

The main answer is simple. Be close enough to sources of information that is desperately needed by the other side. Then have one of the following qualities: (1) Not agreeing to the ideology of the entity you are serving (your employer or country) or simply you hate your employer (2) Do dubious things of which you don't want your employer to find out (homosexuality, drug abuse, money laundering, human trafficking etc.) (3) Show a behaviour of a big spender. So whoever wants to recruit you will first make sure you meet any of those 3 requirements .. The first one is the best. The second one they will just find your weak spot and use it to blackmail you to spy for them. The third one they will offer you money and since they know that you like a luxury life but you have no means to fund it then there is no way you will refuse their offer in order to spy for them. But you can also approach them for (1) and (3).. Read stories Ames, Hansen (These spied for money), or the MI6 who revealed to KGB about details of tunnel in East German that was meant to tap soviet communication, he did it because of idealogical reasons. The three agents I have mentioned went to KGB and offer their services..
