THE MULONGO MAYHEM ON BERIEVED ACCOUNTANCY STUDENTS AND DISGRACEFUL BANDLING OF LEMA INTO CELL: A PRODUCT OF INFERIORITY COMPLEX, POWER-TO-THE-HEAD AND SHEER LACK OF TACTFUL COMMUNICATION SKILLS

POWER is nothing without an embodiment of a recipe of WISDOM, a fragrance of GOOD JUDGEMENT ON AUDIENCE EVALUATION AND EFFECTIVE COMMUNICATION SKILLS and directing of a set of seamless political biasness and stereo-types in delivering government services to a calling crowd like the Accountancy students who reportedly had lost one in their midst.
One time I had an opportunity to have an audience with CCM political old-wine, Mzee Kisumo, in Dar es Salam. During that session of lazy-talk on his varanda as we sipped poridge together in company of many, we had an opportunity to download from him a story of a memory of one instance under which Mwalimu had to address an irate crowd in Tanga that had priorly sworn not to ever allow him an entry in the region. Mzee Kisumo added that until the time of Mwalimu Nyerere's arrival in Tanga almost every man and woman were armed with stones for a waiting showdown.
However, to everyone's great amazement and disbelief, in a matter of the first 10 minutes of Mwalimu Nyerere impromptu address on the podium, the evidently psychologically and physically armed 'civic militants' of Tanga slowly started opening up and warming to the head of state's speech - one statement after another.
The narrator told that in another 10 to 15 minutes, Tanga was awash of a crowd cheering with a half-mad breath, ecstacy and a great disbelief to their own selves. He added that at the end no could tell where the stones held on either palm and the negative preconceptional moods had ultimately withered to, at last. The most unfortunate developments in Arusha had practically forced me into a corner to find out what could have been the missing link, if any, between and among Mulongo, College Administration, Hon Lema, and the students and whether there were some better alternative avenues to exhausted than what is currently in public domain.
One notable thing, indeed, is that before your going to the college where the grieved students had assembled, the was UTTERLY NO TRACE OF VIOLENCE, but moments after you had had difficulties in psychologically hooking the student audience to your side under the guise of not having loud-speaker, you chose to climb down the dais as a signal to your 'boys' to 'do the needful' sons and daughters of your fellow Tanzanians.
The situation deteriorated so far from (1) a student body deeply concerned about their safety in the neighbourhoods after one of their own had to succumb to a knife-wielding criminal's hand, (2) to a criminal group themselves being tear-gassed by Mulongo 'boys', (3) college closure within short notice to detriment of the berieved students, and now (4) sending into cell, Hon Lema, a good neighbour to the Accountancy College who came running on a call on him to calm down the students who were reportedly deeply bothered by the lose of life of a fellow - no something is certainly NOT adding up here!!!
In recent times we have read with dismay similar development underwhich President Kikwete's 'Boys and Girls' within the regional administration fraternity have systematically caused disharmony and somber moods to the most trusting members of the general public.
In the instance of arguement above, a typical case in point is this of Arusha and the land use mismanagement and the tag-of-war between the government administration and the Roman Catholic church in Tanga. All these add up to Balozi Ombeni's practical challenge to immediately address as we get unconditional apology from his state house office as he orders the college immediate re-opening in Arusha, release of Hon Lema and a re-call Mulongo's services for a possible re-deployment elsewhere.
All in all, what gives me happiness to this end is that not the entire line-up of President Kikwete's regional administration is all that insensitive in public administration, crisis management, ability to domesticate own wayward shortcomings and preconceptions of others while still maintaining a level cool-mind in the face of chaos.
It gives me pleasure to point here that if my personal friend but politica foe, Dr Norman (RC Mbeya), were to be the RC for Arusha to-date, I can assure you, things would have been handle more competently with a touch of great professionalism, much idiological restrain on different political persuation and handing down of decisions that leave both President Kikwete and Balozi Ombeni a reason to go on sipping a glass of juice and going to bed in peace and not pieces like is the case now.
However, it is important to note that Mr Muhongo can still perform even better if orientation package into the person and role of a Regional Commissioner in a multiparty political landscape is to be refreshed in him any sooner. To my understanding, any member to the benches of regional administration must at all times remain an all-time peace-maker, a glowing light to the stature of a president representative at a given level of administration so assigned.
Meanwhile, the tax-payers are currently seriously contemplating changing the constitution to make all regional administration positions subject electoral procedures to help enhance accountability and inhibit wayward biased political leanings in future.
Kiongozi yeyote katika ofisi ya umma anao wajibu wa kuwa na moyo mpana kuliko ukingo wa jiji la Arusha ulikoishia. Bila ya kuwa sifa kama hii hustahili kupewa ofisi kama hiyo; laa sivyo Rais Kikwete angekua na moyo kama wa huyu Mulongo pengine zaidi ya robo ya WaTanzania tunaomkoromea kuhusu maendeleo yetu kwa mtaji wa kodi zetu pengine leo hii tungekua tunapumzika tu kwa amani makaburini.
