There is a new election-related racket taking place in Arusha town whereby some unknown people move from house to house buying or hiring voters' cards from original holders.

"We are very aware of these latest strategies by some politicians here who are working hard to ensure that they get control of people's voting powers," said Mr Matei Basilio the Regional Police commander who added that his force was already investigating the issue.

"But at the end of the day it is the owners of the voters' ID cards that who should refuse to sell their documents as well as report such incidences to the police," said Mr Basilio.

But with good money being involved in the transactions it is becoming apparent that few people will be in a hurry to report their ‘customers' to the law.

Investigations conducted in town reveal that a single voter's identity card could be hired out at between 5000/- and 10,000/- with agreement that whoever takes them, return the document immediately after the general elections set for October 31, 2010.

A person could totally let go of his or her voting card by selling off the document at prices starting from 15,000/- upwards depending on either the individual's bargaining power or the financial muscle of the customers or the parties they happen to represent in the transaction.

"Many of the ID buyers ,it has been discovered ,are merely agents sent by politicians or party supporters to ensure that people in the areas where their candidates are least supported go without voters' cards," said the Police boss.

Meanwhile the police force here said they are completing initial investigations on claims that one of the local ward representative aspirants had allegedly caused chaos at the bus station a few days ago.

An aspirant was arrested by the police late last week for allegedly causing chaos at the main bus station in town where he reportedly went round calling upon people to stop paying local government taxes.

Vituko vya kampeni vyashika kasi

• Shahada za kupigia kura zauzwa kama njugu

VITUKO vya kampeni za uchaguzi mkuu, vimeendelea kutawala katika maeneo mbalimbali nchini, baada ya watu 10 kuhojiwa na Jeshi la Polisi mkoani Kigoma kutokana na kutaka kuuza shahada zao za kupigia kura.

Habari kutoka mkoani humo, zinasema hatua hiyo imesababisha Chama cha Demokrasia na Maendeleo (CHADEMA), katika jimbo la Kigoma Kaskazini, kulalamikia hatua hiyo kuwa ni mchezo mchafu unaofanywa na baadhi ya vyama vya siasa ili kudhoofisha nguvu iliyopo jimboni humo.

Akizungumza na Tanzania Daima mjini hapa jana, Katibu wa CHADEMA jimbo hilo, Ramadhani Ruhaha, alisema ofisi yake imepata taarifa za kuwepo watu wanaosadikiwa kuwa wafuasi wa vyama vya siasa (majina tunayo), ambao hupita kila nyumba kuorodhesha namba za simu na shahada za wapiga kura kinyume na utaratibu.

Alisema kuwa uchunguzi wa awali wa chama hicho, umeonyesha watu hao huwalubuni wapiga kura kutekeleza agizo hilo, wakidai ni utaratibu kutoka ofisi ya Mkurugenzi wa Halmashauri ya Wilaya kwa ajili ya kuhakiki wapiga kura; jambo ambalo ni udanganyifu.

Alisema tayari chama chake, kimeripoti taarifa hizo katika kituo polisi cha Mwandiga ambapo tayari zaidi ya watu 10 kutoka katika kijiji cha Chankele-Bubango wamehojiwa kuhusu sakata hilo.

Mmoja wa kina mama hao, Maisala Muhehe alisema Septemba 18, mwaka huu majira ya saa 9 mchana, Hassan Yasini alifika nyumbani kwake na kuandika namba ya shahada yake pamoja na kumtaka ampe namba yake ya simu.

Alisema kufanya hivyo, kunampa uhakika wa kupiga kura la sivyo hatapiga kura.

"Kweli na mimi nilimpa lakini baada ya kusikia tetesi kuwa lengo si kuhakiki upigaji kura wetu, nilimfuata nikamhoji akageuka kuwa hakutumwa na mkurugenzi bali ni mgombea wa CUF Omari Duni ili baadaye tupewe fedha," alisema.

Miongoni mwa kina mama wengine Tatu Bakari, Vumilia Amili, Mwamvua Kibiriti na Mawazo Maulidi wote wakazi wa kijiji cha Chankele, walimtaja kijana huyo kwa nyakati tofauti kupita katika majumba ya watu na kuwaorodhesha majina kwa misingi hiyo.

Hata hivyo tetesi za watu kupita katika majumba ya watu kuorodhesha majina ya wapiga kura na namba za shahada zao zimezagaa, kila kona ambapo na vyama vya CUF na CCM vimekuwa vikitupiwa lawama na CHADEMA kwa mchezo huo mchafu ambapo wamevitaka vyombo husika kufanya uchunguzi na kuchukua hatua.

Meneja kampeni wa mgombea ubunge jimbo hilo wa CHADEMA, Alex Kitumo alisema hakuna budi Tume ya Taifa ya Ucahguzi (NEC), kupitia wawakilishi wake kutenda haki na kufuatilia kasoro hizo mapema kabla ya vurugu kutokea.

Juhudi za kumpata Kamanda wa Polisi Mkoa wa Kigoma, George Mayunga kuzungumzia suala hilo, ziligonga mwamba, baada ya kuelezwa kuwa alikuwa kwenye msafara wa mgombea wa CCM, Dk. Mohamed Gharib Bilal.

Kwa upande wake Mkurugenzi wa Halmashauri ya Kigoma, alipoulizwa alisema ndiyo kwanza amesikia suala na kuahidi kulifanyia kazi.
