The Human Rights Foundation (HRF) has called for the immediate lifting of arbitrary measures targeting Uganda's leading human rights organizations.
In a Post via X on 20th March, 2026, The group highlighted the freezing of bank accounts belonging to numerous NGO/CSOs suspended since January, describing the actions as "a troubling new twist in Yoweri Museveni’s regime’s longstanding war on civic groups campaigning for public accountability.
Mr Samuel Wandera, ED, Financial Intelligence Authority(FIA) confirmed on Wednesday that they had frozen acounts of some CSOs though he did not give the reasons ehy they were frozen.
The NGOs include Agora center for research, Chapter Four Uganda, African Institute of Investigative Journalism(AIIJ), Center for Constitutional Governance and The Great Lakes Institute for Strategic Studies.
Sources claim Agora Center for research and AIIJ handled transactions of over 70billion without disclosing the source and purpose of funds an action that has prompted government to block accounts of the NGOs as investigations continue.
The hidden Source pointed out that the acounts of the NGOs that have been monitored by the Finance Intelligence Authority could not account for the source of the money or its intended use.
The suspended NGOs were never given a chance to defend themselves an action which forced the Uganda Law society to drag the Attoney general of uganda before the East African Court in Arusha.
Mr Solomon Serwanjja,Executive Director, African Center for Investigative Journalism and Agatha Atuhaire executive Team leader, Agora Center for Research both claimed they have no knowledge as to why their accounts were frozen .
