TANZANIA CONSTITUTION REFORMING: A WAY TO OUR FUTURE, A WAY TO OUR NEW PROMISE.

We are under new tyranny, 21st century tyranny. Where we citizens fear our
own government. We are under new challenges of the new age, once again we
are facing these challenges of a new age. People are under threats, we are
under threats from the government and we fear our own government we
voted for.
We are being tortured, he has been assassinated and who will be the next to
be assassinated among us? Terrorism is something common now, no one cares
deeply and even the government itself, we enjoyed peace and security
inherited from our founders but now we are no longer at peace, we are
insecure.
Our freedom of speech is scarce, we can’t even raise a voice over our own
government yet cyber laws still oppress us.
Here we are, once more marching toward an unknown future because
democracy is denied, our government is ambitionless and the government
listen much the ruling party than the oppositional party. We know the promise
of that moment has not yet been fully fulfilled and yet our promise too is not
fulfilled, we cannot fulfill it with the current constitution.
All these challenges can be met, we together can meet these challenges and
move this great nation forward again.
We can only meet these challenges of our age by forging true justice, justice
that allows no one rules above the law. We have to bestow justice to it place, a
place where every human has to be treated equally, both women and men
have to be equal under the law and whereby no status or any leader or anyone
has to be above the rule of law or above the law. We are all born equal, we are
all equal under the eyes of GOD, and we are all equal under the graces of GOD.
Every voice of a human matters, every human is worth, every human deserve
to be treated equal and with decency and with equality.
New beacons of justice have to be bestowed by forging new laws of 21st
century and it’s when we will have a new 21st century constitution that solves
new challenges of our age. Striving for new constitution that should be your
dream, my dream and our dream but the folks say it’s a dream for oppositional
political parties only. Let’s tell the folks that this dream is for every patriots
and our dream can be achieved by attaining 21st century democracy. Whereby
everyone will have a true right to vote or to be voted freely and fairly without
caring the party he or she belongs and no one shall be above the law or above
the rule of law. Democracy with true balance of power and general assembly
that will be inside the new constitution we want.
We need to attain this democracy that will let us and the Medias speech freely,
question anyone and question any leader in matters we need to know.
Democracy brings out freedom while freedom brings out prosperity, our
societies and our nation can prosper when our citizen are more free and
secure.
We are not the first to speak about these challenges but we are determined to
be the last generation to end these challenges. I still believe that we can be
one people, we can do great things and tasks together and am so humbled to
see this great task ahead of us, I know it will be accomplished if we become
together as one people. We are determined to bring our country to a great
vision that no one have ever imagined.
I have seen our younger generation full of energy and ideas not constrained of
whom they are but they are ready to see what they have to become for
themselves and their nation.
We are the young generation constrained by our constitution that jeopardize
rule of law, compromise our freedom of speech and strictly limit our right to
assemble. Our current Constitution it doesn’t fit in this century, we must
amend it and lay new laws that fit in this century.
They shall try to divide us using our parties we belong. The system built to
divide us and destroy us cannot stand if we choose unity over division. The
system built to divide us is a little bit fearing and intimidating but if we fear,
fear itself the system shall not stand.
We must pray and we will be comforted by a power of the Almighty God
greater than any of us, spoken through the ages: “Even though I walk through
the valley of the shadow of death, I fear no evil, for you are with me.”
Let me say again, our freedom of speech is limited now and we are being
terrorized, no security anymore and our fellow citizens are being terrorized
while some are taken to court. The Lord is our light and our salvation; whom
shall we fear? The Lord is the stronghold of our lives; of whom shall we be
afraid? When evildoers assail us to devour my flesh – Our adversaries and my
foes – They shall stumble and fall
We are not the first to speak about these evils but we are determined to be
the last generation to end these evils.
Today I say to you that these challenges, tyranny, evils and tasks we face are
real. They are serious and they are many. They will not be met easily or in a
short span of time. But know this, in Tanzania they shall be met.
The time has come to reaffirm our enduring spirit; to choose our better
history; to carry forward that precious gift, that noble idea, passed on from
generation to generation: the God-given promise that all are equal, all are free,
and all deserve a chance to pursue their full measure of happiness.
In reaffirming the greatness of our nation, we need to understand that
greatness is never given. It must be earned. Our journey to a new constitution
is not one of short-cuts or settling for less. It is not the path for the fainthearted
-- for those who prefer leisure over work, or seek only the pleasures of
riches and fame. It is the risk-takers, the doers, the makers of things and the
brave reached Canaan, they saw the Promised Land but they had to endure a
lot more than that written in the scriptures. We need to endure so until we can
reach the mountain top.
For us, Chief Mkwawa fought for the colonialist so as we can be free,
For us, Kinjekitile Ngwale risked the life of his people by telling them WATER
can help them to fight the whites.
For us many of our ancestors and founders of this great nation fought for us so
as we can be free from the whites. It’s our ancestors and founders who fought
IDD AMIN DADA for our land, they had to go war so as we can have this land
we have inherited from them.
And for us many of our ancestors had to endure slavery, oppressions, rape,
murders, intimidations and tortures because they believed their efforts won’t
waste in vain. They pressured the whites, they pressured the colonialists and
they fought every bans enacted to oppress them. They didn’t give up on this
country. They didn’t give up on their own government they dreamt for.
We must do something not only for ourselves, but also for our children, and
their children. That's a sacrifice that falls on us to make. It's a much smaller
sacrifice than the Moses generation had to make for the generation of the
Israelites but it's still a sacrifice and its sacrifice we have to make for my
daughter, your child and your children and their children too.
So, yes, we're passing through difficult moments. It’s difficult in some time.
But let's always remember that, the Tanzanian people, we've been some
difficult moments before. This country was found during some harsh rules and
difficult moments. But our ancestors and founders have been in the hardest
moments than us, seeking the light of justice, freedom and independence from
the colonialists.
What we need to do is to just ask what lessons we can learn from those earlier
generations about how they sustained themselves during those hard rules and
moments, how they persevered and prevailed. Let us in this Joshua generation
learn how that Moses generation overcame.
But our time of standing pat, of protecting narrow interests and putting off
unpleasant decisions - that time has surely passed. Starting today, we must
pick ourselves up, dust ourselves off, and begin again the task of remaking
Tanzania for the coming generations like how our ancestors and founders did
for us.
We don’t need to somehow say our government is the problem; let’s say,
we're going to change government, we're going to make it better. Imperfect as
we want, let’s continue to believe in the promise of democracy; in Tanzania's
constant ability to remake itself, to perfect this union
We can meet this great task together, you can choose that future for this
nation. Its nation that you and the coming generation shall live.
The task of remaking Tanzania starts by attaining a new constitution, the
constitution that shall let the law enforcement enforce law not torture or
intimidation or corruption or inequality or oppression.
For everywhere we look, there is task to be done by us. The state of our
economy calls for action, bold and swift, and we will act. But the task of
amending the constitution should come first because it will set us to a new
Tanzanian promise. It will let us take to justice and punish all corrupt leaders,
embezzled leaders and irresponsible leaders. And yet it will let us question and
challenge the government in power that is constitution we demand for.
Does the government fear us? Or do we fear the government?
When governments fear the people, there is liberty and justice. And when the
people fear the government, there is tyranny. Our liberty is lost, we need to
attain it and we need to attain new justice. How will we attain it? We can
attain it by amending the constitution.
The government is our servant, not our master! Government exists for the
interests of the governed, not for the governors. When we amend the
constitution we shall be able to bring to justice all governors that stand for
their interests and misuse power.
One of the folks said “Arusha deserve better” but all of the Tanzanian majority
deserve better not only Arusha. We deserve better until we have a new
constitution. The better we deserve can’t be brought by CCM only or UKAWA
only but us together we can bring the better we deserve for our nation.
The better we deserve can be brought by having new laws. Not laws that
suggest our leaders should know to read and write only, but laws that demand
them bachelor degrees, masters and doctorates. And not laws that place most
of the power to the president.
I’m more optimistic in the future of Tanzania than ever before because there is
no problem we cannot solve together, there is no destiny we can’t fulfill when
we are together, together as one nation. Though we are far behind we always
know our climb is not steep and we must know in our heart this time must be
different. We should not stand just for the interests of the parties we belong
too but for the common hope we have and that is the new constitution.
The new constitution will takes us to a new fundamental direction that is what
Tanzania deserve, that is what every Tanzania deserve. Change is what we
need, New Constitution can bring us to change. Change has never been easy
and never quick and we won’t meet all of our problems in one term or one
presidency or in one lifetime. We are not done yet perfecting our union
because we are after interests of our parties we belong too, we are after our
own interests and we care less on the future of nation. We are still selfish.
All these mistakes need to be fixed, have to be fixed by us. Mistakes of the
past shall stay in the past and shall have no place in our way to our future. Also
old hatreds need to be fixed, have to be fixed with love.
We are divided because of our parties we belong too but this matter of having
a new 21st century constitution, it’s not a matter oriented to a certain party but
it’s a matter oriented to our nation, to the future of our nation.
Our ancestors and our Founders did not bring IDD AMIN DADA to justice
because they had a strong army than him or they had powerfully weapons of
that time than him. It’s because they decided to fight for their coming
generation and it’s because they came together for a common purpose, they
chose division over unity. And it’s when it was proved that we can do great
things together.
Our founders and ancestors mastered their time, let’s master ours too. We can
only master by enacting new laws that fit in this century. Laws that will benefit
every individual in our generation and the coming generations.
Let's work to change the political system, as imperfect as it is. I know people
can feel down about the way things are going currently in Tanzania. I know it's
tempting to give up on the political process. But it's progress. Progress is
possible. Don't give up on seeking a new constitution. Don't give up on
advocacy. Don't give up on activism. There are too many needs to be met, too
much work to be done until we have a new constitution we want.
We all pledge this great flag with four meaningfully beautiful colors. Tanzania
shall move forward again after restoring a new constitution. We have never
been a nation that say “someone will do for us” we always say that “together
we will do it”. No one can change for us the constitution, we together can
change it in the faces of our ideas, perceptions, views and values and we
together can restore justice again. That is the only way to end these new
tyranny.
The new constitution is the only way to our future and is the only way to our
new promise, new Tanzanian promise. It will take us to a new fundamental
direction, we are dreaming for. It will restore democracy and justice to its
place. The government will be made transparent again, irresponsible leaders
will be made accountable and responsible again. We will retain our freedom of
speech, oppressing cyber laws will be amended and the election shall be free
and fair. Still more we have to change from the current constitution.
This great Nation will endure, as it has endured, will revive and will prosper.
Let every nation know, whether it wishes us well or ill, that we shall pay any
price, bear any burden, meet any hardship, support any friend, oppose any
government goes beyond our interest, to assure the survival and the
success of liberty of this great nation.
Let both sides explore what problems unite us instead of belaboring those
problems which divide us.
