Ten people, some of them children, were beheaded in a village in northern Mozambique, in a weekend attack blamed on suspected Islamists, local sources said on Tuesday.

The pre-dawn attack on Sunday occurred in Monjane, a village close to the border with Tanzania and not far from Palma, a small town gearing up to be the country's new natural gas hub in the northern province of Cabo Delgado.

"We were informed about this tragedy," Palma's administrator David Machimbuko said, whose account was also confirmed by a local resident, who blamed Islamists.

Mozambique's state broadcaster also reported on "10 persons decapitated" in the Palma area.

Police were expected to give a news conference later on Tuesday.

Cabo Delgado has seen a number of attacks by suspected radical Islamists since October.

One of the victims of the latest attack was the leader of Monjane village, a local resident said, without giving his name for fear of reprisals.

"They targeted the chief as he had been providing information to the police about the location of al-Shabaab in the forests," he said, referring to an armed group believed responsible for a deadly October attack on a police station and military post in the town of Mocimboa da Praia.

Two officers died and 14 attackers were killed then in what was believed to be the first jihadist attack on the country.

The group has no known link to the Somali jihadist group of the same name.

In the following weeks, at least 300 Muslims, including Tanzanians, were arrested and several mosques forced to close.

'SERIOUS SITUATION'

Alex Vines, a specialist analyst on Mozambique for the London-based Chatham House said that the "new attacks are unsurprising and a reminder of the seriousness of the situation".

"A number of independent assessments of the situation in Cabo Delgado conducted over the last three months have concluded that the security situation (there) remains fragile and continued attacks probable," he said.

The attackers on Monjane approached the village from a nearby forest. Police were called but "arrived very late and the attackers were already gone. Nothing was stolen," a local source said.

"They are becoming more much radical now as they are facing attacks from government," said another villager.

A study published last week by a Mozambican academic Joao Pereira said up to 40 members of the radical group "have been trained by movements" that operate in the Great Lakes region of the Democratic Republic of Congo, Somalia and Kenya.

The increase in attacks in the north of the country presents a huge problem for Mozambique, which holds general elections next year and has its eyes set on recently-discovered gas reserves.

Vast gas deposits discovered off the shores of Palma could transform the impoverished country's economy.

Experts predict that Mozambique could become the world's third-largest exporter of liquefied natural gas.

The country's north has largely been excluded from the economic growth of the last 20 years, and the region sees itself as a neglected outpost, giving the radical Al-Shabaab-style ideology a receptive audience.

Mozambique this month passed an anti-terrorism law that punishes terrorism activity with more than 40 years in jail.

Tanzania, Mozambique to fight terrorism, drug trafficking

TANZANIA and Mozambique Police yesterday signed a Memorandum of Understanding (MoU) in efforts to combat terrorism, drug abuse and money laundering.

Speaking to reporters in Dar es Salaam, Inspector General of Police (IGP) Simon Sirro said that the signing of MoU had come few months after signing another agreement of revamping collaboration with Rwandan police.

He said both Rwanda and Tanzania met at a joint meeting to chart strategies that started in 2013 based on cybercrime by exchanging experts and suspects.

“The aim is to ensure East and Africa borders in general are safe by improving relations including signing agreements in specified areas of collaboration,” he said.

Commander Sirro explained that both Tanzania and Mozambique have agreed to work together through sharing of information that will easily control of criminals moving across the borders.

“Our aim is to ensure that people from Tanzania and Mozambique live peacefully and engage in economic activities. Commenting on Kibiti, Ikwiriri and Mtwara assassinations pointed out that all criminals who escaped were arrested in Mozambique ,” he said.

“Furthermore, through MoU, we have jointly agreed to work according to the laws to ensure that our fellows in Mozambique live peacefully as we Tanzanians live,” he said.

IGP also pointed out that all criminals who escaped in Mozambique, Congo, Rwanda and other neighbouring countries will be arrested because Tanzania had signed agreements with all the countries.

For his part, Mozambique IGP Bernardino Rafael said that the agreement was signed at the right time since it will help to prevent criminals moving across the borders.

Last year, it was reported that police in Dare s Salaam had gunned down four individuals suspected to be behind the killings of innocent residents and police officers in Kibiti, Mkuranga and Rufiji districts in Coast Region.

The killing of four suspects occurred after armed police officers engaged the suspected master minders of the killings for about half an hour at Pagae village in Kibiti District.

Deputy Commissioner of Police-in-Charge of Special Police Operations, Liberatus Sabas said the incident occurred Nyambunda village in the district.

“Having spotted a police patrol car, a group of six armed men jumped into a nearby bush before they began shooting towards the police,” DCP Sabas said.

He said police were forced to exchange fire with the suspects, an incident that lasted for about half an hour, injuring four of them. However, they were pronounced dead as they were being rushed to the hospital.

Mozambican and Tanzanian police signed a memorandum of understanding yesterday in Dar-Es-Salsam that provides for mutual assistance in combating cross-border crime and terrorism, as well as their various forms of financing.

Under the terms of the memorandum, the two police forces foresee combined response to incursions by terrorist groups. The Police (PRM) and other Defence and Security Forces of the Republic of Mozambique will be assisted by the Tanzanian Police Force through exchange of information, simultaneous joint operations, technical assistance and institutional development, with a view to addressing pockets of insecurity.

According to the terms of the agreement, the parties will cooperate in the fight against crimes related to natural resources, drugs, psychotropic substances and chemicals [used in the illicit manufacture of narcotic drugs and psychotropic substances] economic and financial crimes and corruption.

Combating the theft and smuggling of weapons, ammunition and explosives, theft of radioactive, nuclear, bacterial, biological or chemical materials, as well as theft using firearms are also included in the memorandum as the focus of joint action.

According to the document, the PRM and its counterpart in Tanzania undertake to do everything possible to combat trafficking in human beings, illegal migration, theft and smuggling of materials of historical, cultural and artistic value, cyber crime, smuggling or trade of illicit assets and the theft of hospital and cattle medicines.
