    Minimum Qualifications:

    MA/MBA with 13 - 15 years of experience OR PhD with 8 - 10 years of experience OR the equivalent combination of education and experience.

    Job Responsibilities:

    Abt Associates, Inc. is seeking qualified candidates for the position of Health Financing Specialist to provide leadership and strategic direction in Tanzania for an upcoming opportunity focused on health system strengthening and health financing systems.

    The Health Financing Specialist executes the following responsibilities:

    • Provides strategic direction and technical leadership to produce project results, as well as overall management of the operational, financial, and administrative aspects of the project.
    • Provide leadership and technical expertise in health financing and oversee the development of technical approaches and products. Specific technical areas may include: development and completion of a national health financing strategy, institutionalization of National Health Accounts, support and oversight of a Public Expenditure Review.
    • Assures articulation of strategic vision to partners, and USAID, aligning those individuals and others in support of the vision.
    • Translates project goals and objectives into implementable strategies and plans
    • Assures that the full potential of the program is realized through the promotion of high quality work and internal control.
    • Scans the environment and takes leadership actions to maximize opportunities and to strengthen partnerships and alliances
    Skills Prerequisites:

    • Master's degree, or equivalent experience in health economics , health financing, health systems , or related field.
    • Minimum ten years experience in developing countries in health financing and health system strengthening.
    • Ability to establish and maintain effective working relationships with USAID, ministry officials, public, private partners, and other development partners.
    • Experience developing project vision, aligning key stakeholders around that vision, and assuring that the vision is translated into implementable strategies.
    • Ability to develop consensus among stakeholders and to assure effective collaboration among development partners.
    • Experience of working in Africa.
    Preferred Qualifications:

    • Experience in Tanzania and fluency in a local language preferred.
    • Experience in working with USAID preferred.
