Tukubali kuingia gharama za ukaguzi wa fedha za umma kwa kutumia kampuni huru za binafsi. Mimi nilikuwepo kwenye ajira hizi za umma nawajua vijana wa CAG wanavyokagua taasisi za umma na serikali yetu. Mapesa ya umma yataendelea kutafunwa sana kwa kumtumia CAG na vijana wake.

The so called CAG report is one of the things that do not impress me at all. To me, the office of CAG is almost identified with a paper tiger. The so called CAG accounting reports are always behind time of which are to implemented or rather be debated by the parliament. How can you work on past things and expect results for today? However, the so called law enforcers, the government, doesnt look very serious in taking some disciplinary measures to those who are found guilty of theft and emblezzment altogether. How can you dare to cheer something unproductive and expect production at the same time? I completely advocate the overhauling of this office, to make its reports be worked on suitable time and possibly to have a provision that will be enabling the CAG office to prosecute and then sue to the court of law, all who are found guilty. Otherwise, it is time wastage to those who work in this office and also the wastage of resources.

Public debt increase worries CAG

PUBLIC Debt has increased by 38 per cent from 7.6 tril/-recorded in 2008/2009 to 10.5 tril/-outstanding at the end of 2009/2010, the Controller and Auditor General,(CAG), Mr Ludovick Utouh said here on Tuesday.

“Audits for the year 2009/2010 under the review has not shown positive improvement since it had some of weaknesses which resulted from non compliance with the regulations and lack of proper internal control system,” Mr Utouh stressed.

CAG said the decision of the Ministry of Natural Resources and Tourism change forest fees at lower rates than the predetermined tariffs enriched in the Forest Act (CAP act 323) and Forest Regulation of 2007 without the permission of the required authority led the government to suffer unnecessary loss of 800.9m/-.

Mr Utouh also said that payment amounting to 382bn/-was made without proper supporting documents to verify their authenticity and other 1.8bn/-were paid to ghost workers.

Regarding to revenue collection, the report indicates that Tanzania mainland closed with an actual collection of 4.6tril/-against an approved estimates of 5.0 tril/ resulting into the collection of only 391bn/-.

According to Mr Utouh, Tanzania Revenue Authority (TRA) revenue statements reported tax exemptions of 680bn/-equivalent to 14.7 per cent of total collection.

It was however, noted that if there would not be exemption, total collection would have amounted to 5.3 tril.

The Chairman of Public Organizations Audit Committee, Mr Zitto Kabwe commended the National Audit Office and the CAG for the work well done, saying that he would ensure that the opinions in the reports were put into practice.

CAG amemaliza, sasa anaongea Zitto Kabwe. Ameshitushwa sana na stimulus package!, kumbe wezeiye walijigawiya mahela kupitia mpango huo.

Zitto, hukulielewa neno wezeiye ukadhani nilimaanisha wenzie. Nilimaanisha wazeiye, kumaanisha Wazee, kama ile lugha ya Baba Mkuu ni papaa mukulu kwa lugha ya Kigoma!.
Pia nakubali ni kosa kutumia neno tata kwenye issue nyeti kama hii ya stimulus.

Nafikiri hata hiyo ofisi ya cag ifutwe kwa maana hana maana kama kazi yake ni kulalamika tu kuhusu ubadhirifu wa fedha za umma bila kuchukua hatua kwa kukosa meno, la tuipe meno ya kushtaki na ku-prosecute mahakamani kwa wale wote itakaowaona wamefuja fedha za umma.

Ningekuwa mimi ndio Chadema ningezitumia hizi kama ushahidi wa ufisadi uliokithiri..

Hizi ripoti ningekuwa na uwezo ningewalazimisha watanzania wote wazisome kwa lazima..

Mzee Mwanakijiji, sio siri, sio tuu unahitaji kuwa na uelewa wa kiwango fulani kuweza kuzielewa vizuri, bali pia unatakiwa kuwa na passion to read, na muda hua wa kusoma pia uupate.

Unfortunately Watanzania hatuna utamaduni wa kujisomea, ila hata humu jf pia wenye mapenzi ya kusoma nondo nzito, wamepungua. Tangu nimezipost, highest ya watu waliozifungua tuu, let alone kuzisoma ni 179 tuu kati ya wanachama appx 40,000 waliojisajili na 20,000 ambao hutembelea kila siku.

Nikiichukulia sampling ya watu waliofungua na kusoma ni watu 100 tu kati ya watu hao 167 waliofuingua, then 100 ukigawanya na wanachama wetu 40,000 inamaanisha kwenye kila watu 400, msomaji ni mmoja tuu!.

Wadau,
Naona kuna trend yakisanii inaanza kuzuka kwenye hii serikali yetu kuhusu mahesabu.

Kwanza napenda kumpongeza CAG kwa kuonekana kuongeza nguvu cha kuchapa kazi.

Pili, hivi CAG kabla au wakati anatoa taarifa yake huwa hatoi copy kwenda kwa wahusika?

Juzi juzi hapa, waziri mkuu aliulizwa kuhusu hela zilizogawiwa wakati wa kuanguka kwa uchumi....anadai hajaisoma ripoti ya CAG kwa hiyo hajui kinachoendelea.

Sasa imetoka nyingine kuhusu vyama vya siasa, Cheyo nae, ambaye ni mwenyekiti wa kamati ya hesabu za serikali....naye anasema hajaipitia.

Sasa waziri mkuu hajapata copy, mwenyekiti wa PAC nae hajapata copy.....inakuajekuaje hapa, mi sielewi. Hizi reports mi nilitegemea hawa wakuu ndio wawe wa kwanza kupata copy za mahesabu.
