In a detailed public statement released via X on April 30, 2026, President Yoweri Kaguta Museveni addressed widespread concerns over the proposed Sovereignty Bill, clarifying that the version he initiated in Cabinet aims to protect national policy autonomy in areas like politics, social issues, and diplomacy without restricting FDIs, remittances, or foreign support for religious bodies.
He began by acknowledging the noise surrounding the legislation, questioning whether the public outcry targeted the bill he personally initiated or a different draft.
He rejected claims that the bill would halt foreign direct investments (FDIs), foreign support for religious bodies, remittances from Ugandans abroad, or private capital movements. “That is not the Bill I initiated,” he stated emphatically.
The President Further has reassured citizens and investors that the bill does not threaten Uganda’s free-market economy. “We run a free economy,” he declared. “None of [our policy choices] says: Do not send to Uganda or take out of Uganda money you have earned legally anywhere in the World; do not send church donations to or from Uganda; do not receive or send out remittances from Ugandans working abroad.”
In a direct instruction to Parliament, Museveni revealed he has engaged Hon. Hamson Obua(Government Chief Whip), and the chairpersons of relevant committees.
He directed them to refocus the bill strictly on “the sovereignty of policy-decision-making” and to avoid encroaching on “the freedom of private enterprise transfers or private money transfers or church donations.”
