The ruling National Resistance Movement (NRM) Parliamentary Caucus has formally resolved to support the controversial Protection of Sovereignty Bill 2026.
The decision was made during a meeting held on Monday, May 5, 2026, at the Office of the President. The caucus, which brings together NRM MPs, is expected to provide the numbers needed to push the bill through Parliament.
The bill was tabled in April 2026 by the Minister of Internal Affairs. Its main goal is to regulate foreign funding to non-governmental organizations and other groups, while also aiming to prevent activities seen as undermining Uganda’s sovereignty, national security, and constitutional order.
Supporters argue the law is necessary to protect the country from external interference. However, civil society groups have criticized the bill, warning that it could restrict civic space, freedom of expression, and legitimate financial support from Ugandans in the diaspora.
With the NRM caucus now unified behind the legislation, the bill is likely to advance significantly in the coming weeks.
