Mr, Peter Michael Madeleka and his co-accused, but not a party to this appeal, were arraigned before the Court of the Resident Magistrate of Arusha at Arusha (the trial court) with ten counts ; one count of leading organized crime, three counts of forgery, one count: of refusal to be taken samples of the handwriting and two counts of money laundering. The co-accused was also separately charged with three counts of abuse of position. In the course of proceedings, the appellant
and his Coaccused initiated a plea-bargain negotiations...
