Uganda’s FY 2026/27 budget has allocated Shs10.21 trillion to security, governance, and UPDF modernization. However, NUP Shadow Finance Minister Lubowa Ssebina Gyaviira has criticized the allocation, arguing that Uganda is not at war and does not require such heavy investment in defence.
Gyaviira stated that the funds directed to military modernization and regional deployments, including Somalia, should instead be redirected to underfunded sectors such as health, education, and economic development. He emphasized that excessive defence spending undermines social priorities at a time when citizens face pressing challenges.
Government officials, led by Finance Minister Henry Musasizi, defended the allocation, saying peace and territorial integrity remain essential for investment and national stability. The debate highlights the growing tension between security priorities and social service demands in Uganda’s budget planning.
