Getting free education is among human rights, in Tanzania as our economy can't afford schooling her citizens for free they created HESLB, knowing that most of her citizens are not rich enough it was decided that a beneficiary will be paying 8% of their salary every month. Also employee's salary after all necessary deductions shouldn't be lower than 1/3 of their salary.

Currently beneficiary refunds 15% from their salary to HESLB.

If you paid attention at every detail I wrote it means;
1. Government has failed to offer us our right of free education.
2. Employees have the right to 1/3 of their salary.
3. Government has failed to protect the right of an employee to remain with 1/3 of their salary.

So all along there was no right to begin with, we had agreements of paying 8% then someone yanked it up to 15% without considering all of those factors.
