President Jakaya Kikwete has made a number of changes in the government's top line-up, appointing new permanent secretaries, transferring some and retiring others.
Announcing the new line-up yesterday Chief Secretary Ambassador Ombeni Sefue said Dr Florens Turuka shifts from Communication, Science and Technology ministry to the Prime Minister's Office while Industry and Trade ministry's PS Joyce Mapunjo moves to the East African Cooperation ministry.
Under the changes some deputy permanent secretaries have been promoted and remain in their respective ministries. They include Regional Administration and Local Government (RALGA) ministry's Jumanne Sagini, Finance ministry's Dr Servacius Likwelile and Communication, Science and Technology ministry's Dr Patrick Makungu.
Others are Anna Maembe, Ministry of Community Development, Gender and Children, Sihaba Nkinga, Ministry of Information, Culture and Sport and Sophia Kaduma, Ministry of Agriculture, Food Security and Cooperation.
Deputies promoted to permanent secretaries and transferred to other ministries are Charles Pallangyo, Prime Minister's Office who moves to Health and Social Welfare ministry, Alphayo Kidata who shifts to the Ministry of Lands, Housing and Human Settlement Development from RALGA, Dr Shaaban Mwinjaka from Industry and Trade ministry who goes to Transport ministry and Uledi Musa who moves to Industry and Trade ministry from EAC ministry.
Prof Sifuni Mchome, who is the current executive secretary of Tanzania Commission of Universities (TCU) becomes the new permanent secretary in the Ministry of Education and Vocational Training, while Peniel Lyimo who is permanent secretary in Prime Minister's Office has been transferred to the Presidential Delivery Bureau as Deputy Chief Executive.
Permanent secretaries who have been assigned other duties are Sethi Kamuhanda who was in the Ministry of Information, Youth, Culture and Sport, Kijakazi Mtengwa who was in the Ministry of Community Development, Gender and Children and Omar Chambo who was in Transport ministry.
The Chief Secretary said Patrick Rutabanzibwa who was PS in the Ministry of Lands, Housing and Human Settlements Development retires following allegations of bailing out an accused person in a land case.
New permanent secretaries and their ministries in brackets are Angelina Madete (Vice President's Office Environment), Regina Kikuli (Prime Minister's Office), Zubeiri Samakaba (RALGA-Education), Edwin Kiriba (RALGA), Dr Deodatus Mtasiwa (PMO RALGA- Health). Ambassador Sefue said allegations leveled against Dr Mtasiwa had no basis because they were not supported with evidence.
Other new PSs are Dr Yamungu Kayandabira (Agriculture, Food Security and Cooperatives), Prof Adolf Mkenda (Health - Policy), Doroth Mwanyika (Finance – Foreign Currency and Debts), Rose Shelukindo (Defence and National Service), Dr Selassie Mayunga (Lands), Monica Mwamunyange (Transport), Consolata Mgimba (Education), Prof Elisante ole Gabriel (Information, Culture and Sport) and Armantius Msole (EAC).
Deputy permanent secretaries transferred in the shakeup are John Mngodo (Transport ministry to Communication, Science and Technology ministry), Selestine Gesimba (Education and Vocational Training ministry to Natural Resources and Tourism ministry), Ngosi Mwihava (PMO to Energy and Minerals ministry), Maria Bilia (Lands to Industries and Trade) and Nuru Milao (Natural Resources and Tourism ministry to Community Development Gender and Children ministry).
Announcing the line-up at the State House in Dar es Salaam Chief Secretary Ambassador Ombeni Sefue said the aim of the changes was to implement the President's pledge to bring about big changes which will stimulate the government's performance.
It is on the basis of this reasoning that some of the appointed new leaders were not government servants, he said.
