Is saying "cut the tv on/off" instead of "turn the tv on/off" qualify as negro dialect?

"Thang" instead of "thing" or "sang" instead of "sing". So if indeed there is a negro dialect, what's the fuss all about with Harry Reid's statement? He's merely telling the truth as far as I'm concerned.
