In JF we discuss a lot of issues and I have seen that the government takes serious discussion into actions. However, for the benefits of the government actors, you need to give out details of what you are presenting. In fact don't hide whatever you know about GSM unless you need to come back to same GSM.
So long as GSM decided to humiliate you and you feel that it's time now to have them pay the price of their stupidity, expose all misdeeds as much as you can. Don't limit yourself to the deportation incidence, say even their tax paying behaviour. what are they illegally doing, how are they disfavouring government functioning, etc. you don't have to be friendly to them anymore! We need such infos for us to squeeze their balls.
Then, don't be demoralized by attacks you are receiving here. Some of GSM members will be attacking you in order to silence you. Don't be silent, disregard the attacks, continue exposing them even if you had illegal stay, it was their fault!

This is because of your question "why would anyone want to hire an expert for $4,000 a month if the problem is poor rules..."
Where is the connection, if any, btn someone getting 4,000 a month and poor rules and regulations in our labor department?.
If you didn't understand my point, i will rephrase...
First of, paying them $4,000, does not mean that it is too much of a pmt. Like if they hired a local, the payment or the overall employment package, will be of a lesser quality. They might be paying that amount, but still avoiding more cost(if it were a local).
And you can not just fire and deport a local employee! They might also demand more benefits.
Even if there was some immigration officers to conduct the arrest, still this is a "lawful" procedure, and because of GSM's influence(politically), this was done without proper procedures.
