SELF MICROFINANCE FUND (SELF MF)





VACANT POSITIONS

Background

SELF Microfinance Fund Limited (SELF MF) is a corporate entity under the Ministry of Finance which was incorporated on 4th September 2014 to take over the operations and obligations of Small Entrepreneurs Loan Facility (SELF) Project. It is registered as a Limited Liability Company by Guarantee under the Companies Act – 2002; with registration no. 112091. The Government of the United Republic of Tanzania through the Treasury Registrar wholly owns it. The Fund has an independent Governing Board which oversees the strategic direction of the Fund and a Management Team lead by the Managing Director (MD) executing the day to day activities. The mandates of the SELF MF are the same as those which were provided under SELF Project framework; however under the Fund emphasis is placed on growth and sustainability, through embracing Microfinance Best Practice Principles. Thus:

(a) The main mandates are to provide wholesale loans to intermediary microfinance institutions (MFIs), for on lending to final retail clients with income generation activities, located in rural and urban areas. The MFIs collaborating with the Fund includes Savings and Credit Co-operative Societies (SACCOS), Non-Governmental Organizations (NGOs), Microfinance companies (MFC), and Community Banks.

(b) The Fund is operating in all regions of Tanzania Mainland and all regions in Zanzibar. It provides services to its MFIs clientele through well-staffed and equipped Financial Hubs, close to clients.


SELF MF is now looking for experienced and qualified candidates to fill the following existing vacancies:


1. Human Resource Manager – (One position)

Human Resource Manager (HRM) reports directly to the Managing Director (MD). HRM is the Principal Advisor to the Managing Director and the Organization as a whole in Human Resource functions for SELF MF; including manpower planning, recruitment and selection, orientation, placement, compensation package, performance appraisals and staff capacity building.



Duties and Responsibilities of Human Resource Manager
(a) Heads the Human Resource Department and supervises the day today HR functions in the Fund;


(b) Monitor and evaluate the work of the department's staff and provide input to the annual staff appraisal exercise;


(c) Coordinate all recruitment functions of for SELF MF which include reviewing of job applications, coordinating and supervising the hiring and contracting process and arranging the orientation of the newly recruited employees;


(d) Coordinate and develop the staff development strategy and ensure that the staff continue to achieve professional growth within SELF MF;


(e) Ensure that SELF MF maintains a standardized and systematic hiring and recruitment process; develop or update hiring policies and procedures which are most appropriate to individual staff positions;


(f) Review the staff salaries and benefits scheme on an annual basis and ensure that it is properly administered in accordance with the employee HR Manual and staff Job contracts;


(g) Periodically carry out salaries and benefits surveys based on market trends in order to develop and maintain a competitive compensation package and incentive schemes for staff and if necessary recommend commensurate adjustments;


(h) Ensure that all the Heads of Directorates/Departments conduct performance appraisals for all the staff under their supervision both at Head Office and Financial Hubs on a quarterly/half yearly and yearly basis or as will be directed by management;


(i) Review the performance appraisal instruments, at least yearly to determine their effectiveness and applicability and where necessary improve them to accommodate new developments;


(j) In collaboration with departmental heads determine and set out key performance indicators or benchmarks per staff position and disseminate them to the individual staff for reference as well as forming the basis of rewarding or penalizing them as provided in the Fund's HR Policy;


(k) Conduct periodic staff training needs analysis and recommends training needs to be carried or coordinated by the Training Officer;


(l) Investigate all disciplinary and grievance cases with the respective staff, provide guidance and corrective action through counseling, training, or instituting disciplinary procedures;


(m) Ensure that every management’s decisions to sanction disciplinary action against staff are in accordance with HR policy and existing labour laws and regulations.


Qualifications and Experience of Human Resource Manager

(a) Minimum Bachelor's degree in human resources, social sciences, psychology, business administration from an accredited college or University or related Institution;


(b) Masters Degree in human resources, social sciences, psychology, business administration or other related fields at an accredited College or University will be highly valued;


(c) Substantial knowledge in managing staff related matters and a minimum of five (5) years working experience in banks, financial institutions, microfinance, and other corporate with a minimum staff establishment of 10 employees; and


(d) Considerable work experience in a Government sector/project environment is an added advantage.

Terms of Employment and Remuneration

The successful candidate will be employed on a two-year renewable contract with an attractive remuneration package.

Duty Station:

InitiallyDar es Salaam but following expansion may be transferred to other areas where SELF operates.


2. Hub Manager

Hub Manager reports directly to Credit Operations Manager (COM) and is a principal advisor of the Credit Operations Manager (COM) and Director of Credit Operations (DCO) on all matters relating to the operations of the Financial Hub.


Duties and Responsibilities of Hub Manager
(a) Supervise the overall and day today credit and administrative operations of the Financial Hub to ensure that the targets set and agreed upon are timely met in a cost effective manner;


(b) Ensure implementation of the Fund’s strategy designed to achieve scales in clients outreach and loan portfolio growth, is cost effective;


(c) Develop the Hub's business plan and annual work plans and seek approval and guidance from the COM or DCO on the projected targets and required resources;


(d) Champion the efforts of managing loan delinquency by closely monitoring the Loan Officers' performance and ensuring strict compliance to the Fund's loan policy and procedures, lending guidelines and internal controls;


(e) Ensure and cultivate good relationships between the borrowers and the Fund;


(f) Monitor the Fund’s risk exposure and promptly take actions to mitigate them as soon as they arise;


(g) Initiate and ensures that the Hub staff are exposed to relevant training aimed at enhancing their performances at Individual and Hub levels;


(h) Monitor and appraise the performance of Loan Officers (LOs) and Administration & Logistic staff in compliance with the Fund's appraisal policy at least once in a year or as would otherwise be guided by management; and


(i) Chair the Hub Credit Committee (HCC) and participate in evaluating, approving, or rejecting loans according to the discretionally powers delegated to the Financial Hub.


Qualifications and Experience of Hub Manager

(a) Minimum Bachelor's degree in Business Administration, Microfinance, Accounting, Finance, Banking, Entrepreneurship, Economics or equivalent at an accredited college or university or equivalent;


(b) Knowledge in microfinance, and/or banking, management and leadership is an added advantage;


(c) A minimum of 3 years working experience in banks, financial institutions, microfinance companies or NGOs, and other credit granting programs, Development Institutions, Funds; and


(d) Considerable work experience in a Government sector/Project environment is an added advantage.

Duty Station

Initially Mbeya but following expansion may be transferred to other areas where SELF operates.


3. Head of Loan Recovery – (One position)


Head of Loan Recoverywill report directly to the Credit Operations Manager (COM) through providing support to effectively manage loan delinquency, loan recoveries and written off loans as well as manage and mitigate credit risk.


Duties and Responsibilities of Head of Loan Recovery
(a) Provide leadership to the Loan Recovery Unit and supervise the day-to-day loan recovery operations;


(b) Enforce the Fund’s credit policy, conduct credit investigations, compile delinquent accounts and communicate all credit related issues to senior management for review and guidance;


(c) Prepare a contingency plan to prevent and cope with credit risk and other related operational risks to ensure good quality loan portfolios within the Fund;


(d) Manage loan default and written off loans by undertaking daily to monthly analysis and reporting issues/exceptions/severity to the Credit Operations Manager and Director Credit Operations;


(e) Identify current and potential credit risks and develop suitable mitigation/prevention strategies;


(f) Investigate and thoroughly understand borrower problems, formulate strategies and solutions for resolving recovery snags or challenges;


(g) Work with operations and marketing team to analyze competitive environment at the Hub level and recommend alternative competitive strategies;


(h) Ensure monthly loan recovery work plan has been firmly implemented by loan recovery officers;


(i) Conduct regularly scheduled field visits as well as surprise visits to ensure credit policies and procedures are properly implemented and followed by Hub staff;


(j) Strengthen the capacity of credit operations staff on credit risks and loan delinquent management through continuous on-the-job training, assessment, coaching, etc.


(k) Work closely with department heads, hub managers, credit operations manager and concerned committees to ensure effective communication on credit policies, processes and procedures;


Qualifications and Experience of Head of Loan Recovery

(a) Minimum Bachelor's degree or Advanced Diploma or Ordinary Diploma in banking, business administration, microfinance, entrepreneurship, and any other related fields from an accredited or recognized College or University;


(b) A minimum of 4 years experiences in a credit management functions, specifically in the area of lending, ideally in a recovery/ collection area in a bank or MFI;


(c) Knowledge of financial statements and cash flow analysis, industry/market credit research; and


(d) Work experience in Government sector, project environments or related entity is an added advantage.

4. Corporation Secretary – (One position)


Corporation Secretary will report directly to the Managing Director (MD) through providing support in maintaining of the good integrity of the Fund's corporate governance framework including serving as the Fund's Board Secretary.


Duties and Responsibilities of Corporation Secretary

(a) Ensure Board of Directors of SELF MF has the proper advice and resources to fulfill its duties;


(b) Responsible for the efficient administration of the Fund by playing the role of a diplomat and mediator;


(c) Provide legal advice on all aspects of the Fund operations and monitor the progress of all legal cases involving SELF MF, interpretation of laws, contracts, agreements, procurement contracts, guarantees, memorandum of understanding, consultancy agreements, and other types of agreements and legal documents;


(d) Coordinate and provides the link between the in-house and outsourced Legal assignments and on proper handling of the cases; submit monthly updates to Senior Management on legal issues such as litigations, court cases, contingent liabilities, legal compliance, board decisions, and advises management on appropriate courses of action;


(e) Assist the credit operations staff on due diligence over issues related to loan collateral; such as verifying collateral items like land titles, motor vehicle registration cards; registering and discharging mortgaged items etc.;


(f) Ensure the safe custody of all legal documents on real estate mortgage (REM) and chattel mortgage;


(g) Review all legal documents, i.e. contracts, agreements, and the like, for all departments and financial hubs and ensures compliance to all existing regulations;


(h) Search and follows up with the Registrar of the Companies and Land Registry with regard to registration matters, verification of titles & legal rights, assignments and/or transfer of titles, valuation and disposal of collaterals etc., as and when required;


(i) Advise the Fund management on the updates, amendments, statutory returns, compliance to the company legal documents;


(j) Maintain Fund’s legal documents, contracts, correspondences, files; both soft and hard forms;


(k) Represent the Fund on all legal matters relating to litigations, court summonses, legal claims & disputes, filing documents and/or defending legal cases for or against staff, clients or public;


(l) Attend all meetings of the governing Board of Directors and Management Committee, drafts agendas, record minutes, maintain permanent and confidential records of BOD and Management meetings and cause implementation of the decisions made by the Board of Directors; and

(m) Act as a custodian of the seal of the company and makes use of the seal in consultation with the MD.



Qualifications and Experience of Corporate Secretary

(a) Minimum Bachelor's degree (LL.B) in law, preferably with a bias in business law, commercial law, international law, business administration, and any other related fields from an accredited or recognized College or University;


(b) Must have attended a recognized Law School and sat for a bar examnation to enable him practice as the Fund's Lawyer/legal Counsel;


(c) Masters (LL.M), Doctorate, Post Graduate, in law business administration, or equivalent will be an added Advantage;


(d) Knowledge and experience in microfinance, and/or banking with microfinance lending as one of their major operations is an added advantage;


(e) At least four (4) years of progressive, professional working experience in a Legal department of a regulated financial institution, microfinance companies, NGOs, development fund or project preferably with lending operations as their core activities; and


(f) Considerable work experience in a Government sector/project environments or an entity is an added advantage.

5. Finance and Administration Manager - (One position)


Finance and Administration Manager (FAM) reports directly to the Director of Finance and Investment. Assists the Director Finance & Investment in coordinating the finance and administration functions and advises on all professional matters relating to finance, accounting, procurement and administration.

Duties and Responsibilities of Finance and Administration Manager
(a) Heads and supervises the day to day functions of the finance and administration department;


(b) Monitor and evaluate the work of the finance and administration staff and provide input to the annual staff appraisal exercise;


(c) Lead the Planning& Budget Team in the development of an overall business plan as well as Annual Plans and Budgets for SELF MF;

(d) Extract monthly, quarterly and annual financial and operational targets from the approved business plan and or the plan and budget to the entire Fund's Heads of Directorates and Departments for their reference and performance benchmarking;


(e) Continuously monitor the financial performance of the Fund by analyzing the variances between actual performance and operational and business plans and or budgets at corporate and departmental levels and compile explanations to significant variances;


(f) Provide support to the Head Office and the Financial Hubs in the preparation of their annual operating plans and budgets to form part of the overall Fund's Plan & Budget;


(g) Establish, review, and update financial policies and procedures that are relevant and cost effective to the Fund in the areas of finance, accounting, procurement and administration;


(h) Introduce measures to enhance the credibility and objectivity of financial statements and reports prepared with reference to the affairs of SELF MF and meeting the International Financial Reporting Standards (IFRSs) and the International Accounting Standards Board;


(i) (j) Ensure that there is adequate control of cash and other assets as well as effective budgetary management and control according to laid down policies, both at the Head Office and the Financial Hubs;


(j) (k) Attend to an on-site or off-site issues raised by the Internal/external auditors and other regulators and provide due assistance to them to ensure that they operate smoothly;


(k) (l) Ensure that SELF MF maintains adequate and accurate records including balance sheet, income statement, cash flows and related schedules forming part of the accounts as well as ensure safe custody of files, records both in physical and soft forms;


(l) (k) Supervise and co-ordinate provision and management of administrative logistical support services of Head Office and Hub Offices, regarding key equipment, storage functions, vehicle usage and maintenance, utilization of telephones and other office equipment and/or facilities;


(m) Liaise with tax authorities/ tax consultants whenever necessary on tax issues; and


(n) Maintain the insurance portfolio of the Fund's properties and staff and ensure that all claims are settled without undue losses to the Fund.


Qualifications and Experience of Finance and Administration Manager

(a) Minimum Bachelor's degree, Advanced or Professional Diploma in accounting or equivalent at an accredited college or university or equivalent;

(b) Proficiency in computing and numeric skills, conversant with computer usage and familiarity with accounting packages and other applications such as Spreadsheet, Power point and Word.

(c) Certified Public Accountant (CPA–T), ACCA, or similar qualification is a must;

(d) Masters Degree in Business Administration, Finance or related field from an accredited College or University is a must;

(e) Must have substantial knowledge and experience in microfinance, and/or banking management and leadership;

(f) Good understanding and insights in financial and accounting is a must;

(g) A minimum of five (5) years working experience in the field of financial management and accounting with at least three (3) years working experience post Certified Public Accountant (CPA (T), or an (ACCA) or Equivalent;

(h) Considerable work experience in a Government sector/project environment is an added advantage.
