My Hypothesis on CHADEMA/Zitto’s Shadow Budget Blunder



Shadow budget from labour Party.....
Mr Speaker,
In opposition to a government budget aimed at a savaging of public services, wholesale destruction of schools and hospitals and downright nasty attack on the thousands of vulnerable people who rely on social security, including pensioners, I am pleased to present to the House the Labour Party's shadow budget, a budget for the people of Britain, not just the rich city bankers. There will be a higher deficit than in the government's plans, and that is to be regretted. However, it is preferable to depriving vulnerable people of benefits and services that they rely on.

In education, we propose to hire 2,500 primary schools teachers, 1,500 secondary school teachers and 500 special school teachers. This will not only be sufficient to replace those who are retiring but will also increase staffing levels closer to the recommended levels and provide improved pupil teacher ratios. We would also maintain university funding at current levels, reflecting the importance of universities in educating our future workforce and engaging in important research.....

It's actually derived from the British, and it's a real budget and is heavily debated in the house, it's an alternative budget in a real sense (money and sensewise!).
 

yeah and the British ruling party put aside its own budget and adopted the shadow budget of the opposition party!! great!

Nah smarty! .. the point is,you present an alternative budget, if the majority adopts the minority's budget then you criticize the execution of minority's budget (your budget) by the majority government....
By the way, what if liberal dems joined labour? with a couple of tories and voted down the tories budget?
There were CCM MPs who didn't want the budget and there are CDM MPs who does.....
Although we use the same board, checkers is waay different from chess brah!!
 

yeah.. when was the last time the ruling party took the major points of the opposition budget and put it into its own budget.. say in UK?

Was finding "0" income in your so called "budget" not new to you? no wonder the "0"s have put all your leaders to shame and disgrace and still, you and them are totally misleading others by trying to defend yourselves with more lies, whom do you think you are fooling when you depict your unintelligible mistake as typing mistake? What a c.rap. Who in the world at this time and age prepares their budget by using type writers or manual calculations?

Use those lies when you are fooling among yourselves but never in front of National Television broadcasting Internationally.

You should be ashamed of your behavior of thinking each and every Tanzanian is too low to fall for that foolish white lie you call an excuse.

Even in Tanzania there is nothing like an "opposition budget", what we hear from opposition on budget are simply comments to the budget, no more no less. But when they are presented with "0" (Yes, Zero) income, they become nothing more than a piece of junk paper, good for shredding and dustbin.

Ikumbukwe kwamba budget ya upinzani inatengenezwa na wapinzani wenyewe ambao in most cases CDM hawana wataalamu wa kutosha kama serikali. Hivyo tuwatie moyo ili next time wasirudie na kama itawezekana wataalamu waliomo humu kuwe na utaratibu wa kupeleka comment japokuwa Zito alitoa waraka kuomba maoni kutoka kwa Watanzania sijui kama kuna watu walipeleka kabla ya kumlaumu.
 

So you imply Chadema's preparation of a haphazardly faulty shadow budget is vindicated by the fact that they are'nt the ruling party? Is it not that their being in the opposition side of politics should mean they have to exercise their duties with more scrupulousness, more seriousness and more watchfulness? If Chadema finds itself falling for same kind of mistakes CCM is prone to committing, then what will set them apart from the latter or, more precisely, what will make electors interested in them?

duh.. nani Paul Ryan? ni kiongozi wa Republican anayesimama Kamati ya Bajeti ya Baraza la Wawakilishi la Marekani. Baraza la Wawakilishi la Marekani linasimamiwa na Republican party na hivyo wanalo jukumu la kuandaa bajeti yao na kuwasilisha kwa Congressional Budget Office. Na wakishaiandaa bajeti hiyo hupigiwa kura na BlW na watu wa CBO wanaipitia na kuona kuwekzekana kwake n.k. Kwa kipimo chooochote huwezi kulinganisha na bajeti ya upinzani Tanzania.. haijadiliwili, haipigiwi kura, na wala hakuna uwezekano wowote wa mambo yake kuingizwa kwenye bajeti kuu! It is absolutely irrelevant.
 

That's what they (ccm) thought, until they realised they have less than 3 yrs left on the 5 yrs dev plan! Picking 'numerical numbers' wont save them from going down the drain. CCM being CCM, had to rely on that mhujumu wa uchumi-Ngeleja to defend their twisted budget. A budget for the rich; mining companies, telecoms and those close to the dear leader.

Comments from the opposition party are nothing like the 70% of Tanzanians who rely on Agriculture. And that's why Mwigulu felt it was neccessary to do what he did. 2015!

Ninakbaliana na wewe Mzee Mwanakijiji kwa moja, kuwa bajeti ya upinzani haifuatwi, na kwa petu hata mapendekezo ya mchango ya wabunge hayazingatiwi. Lakini chama kikuu cha upinzani, kwa kuandaa bajeti mbadala hata kama haitafuatwa, huwa inatoa picha ya umakini wa chama hicho, inaonesha chama hicho kitapokuwa madarakani ingefanya nini, pia ni fursa ya kukijenga chama ndani na nje ya bunge. Bajeti mbadala ni kampeni tosha kwa chama cha upinzani.

Kuhusu ushauri wako kuwa mwakani wasitengeneze bajeti mbadala, hilo ningetafautiana nawe kidogo. Watengeneze, lakini wawe makini sana katika hatua zote, tangu uandishi, upitiaji/usahihishaji na uwasilishaji.
 
Wakati kampeni za Arumeru zimeshika kasi na watu wanahangaika kuelimisha umma, Zitto aliona huo ndio wakati muafaka kutangaza nia ya kugombea Uraisi 2015 huku akiwaponda viongozi, wabunge na wanachama wenzake.

Wakati huu ambapo serikali imewasilisha bajeti ambayo kwa ujumla haikubaliki, wakati ambapo ilikuwa fursa adimu kwa CDM, Zitto amewasilisha bajeti yenye makosa ya msingi kabisa, yenye kufedhehesha.

Mimi naona makosa katika bajeti ya upinzani, kauli za Ngeleja bungeni, na hatimaye kipindi cha malumbano ya hoja ITV ni mpango uliopangwa mahususi.

Nawataka Chadema wawe makini na Zitto, wajue kuwa zitto wa mwaka 2000 (enzi za Buzwagi) sio Zitto wa leo.

Pia ni vema kujua kuwa mipango ya kuua upinzani inapangwa kwa umakini na umahiri mkubwa kuliko mipango ya kuwaletea maendeleo waTZ.

Nahisi Zitto anatumiwa sana na CCM.
 
Zitto ndiyo anayetakiwa awe makini na watu wanaomhadaa, kwani future yake ni kubwa chadema
 
kwani bajeti aliandaa peke yake? Chuki za udini zimekukaba hata kupumua huwezi! Yaani mnatamani Zitto afe nafasi achukue askofu!
