On May 26 2026, President Kaguta Museveni
released the list of caninet appointees for the 2026 - 2031 term. Among them were Adonia Ayebare who was appointed Minister of Foregin Affairs, Sanjay Tanna who was appointed minister of Trade, Industry and Cooperatives, Calvin Echodu who was appointed minister of state for foreign affairs, internal affairs and Lawrence Muganga who was appointed Minister of state for internal affairs.
The nomination of the four mentioned individuals raised criticism from the public with legal experts citing their appointments as unconstitutional as per the Ugandan constitution. There were claims that the four individuals were dual citizens and can not serve as ministers. They argued that.
According to the Uganda citizenship and immigration control act assented to by President Museveni on JULY 15, 2009, it explicitly prohibits dual citizens from holding sensitive public offices, particulalry section 19D amd the fifth schedule of this act. However, there has not been any official communication from the government or the president in refrence to the claims.
