The video shows General Muhoozi appearing to stagger as he walks towards a microphone at a public event. It is accompanied by audio of President Museveni condemning alcoholism, alongside text that reads:

“Museveni regrets having a drunkard son Muhoozi and feels so disappointed.”
Claim

A TikTok video posted by an account under the handle “arrest.museveni.n” claims that President Museveni expressed regret over having General Muhoozi Kainerugaba as a son, accusing him of being a drunkard.

The video uses footage of General Muhoozi at a public event and overlays it with a speech by President Museveni condemning alcoholism, suggesting that the President was referring to his son.
The video is a combination of unrelated clips that have been edited together to create a misleading narrative.

The footage showing General Muhoozi walking towards a microphone was taken during a military event where he was delivering remarks. During the event, Muhoozi walked away from the podium without inviting the Minister of Defence to deliver his speech as required by the programme.

After moving only a few steps away, he realised the omission, turned back, apologised for the mistake, and invited the minister to address the gathering.

There is no evidence from the original footage that General Muhoozi was intoxicated or struggling to walk.
After inviting the minister, he is seen steadily walking away from the microphone, saluting the next speaker and walking to his seat without any difficulty.

The audio used in the TikTok video is from an earlier speech by President Museveni in which he criticised what he described as a decadent and alcoholic lifestyle among some Ugandans. The remarks were not directed at General Muhoozi Kainerugaba.

By combining the unrelated audio with footage from the military event, the video creates the false impression that President Museveni was condemning his son.

Verdict

The TikTok video is misleadingly edited. It combines footage of General Muhoozi Kainerugaba at a military event with unrelated audio from a speech by President Museveni about alcoholism in society. There is no evidence that President Museveni said he regrets having Muhoozi as a son or accused him of being a drunkard.
