President Yoweri Museveni has ordered three senior officials from the Ministry of Internal Affairs and the Uganda Police Force to proceed on a six-month forced leave over a Shs31 billion CCTV maintenance bribery scandal linked to Uganda’s national surveillance system.
The affected officials include Joseph Musanyufu, Aggrey Wunyi, and Felix Baryamwitsakyi. The directive was issued in a May 23 letter addressed to Head of Public Service Lucy Nakyobe Mbonye and officially received on May 28.
According to the President, the investigations stem from a report submitted by former Internal Affairs minister Kahinda Otafiire concerning alleged corruption and extortion in the maintenance of the national CCTV and command centre system.
Museveni said the government had partnered with Chinese technology company Huawei to install road surveillance cameras aimed at combating crime. However, after Huawei faced sanctions from the United States and the European Union in 2019, maintenance responsibilities were reportedly transferred to a Ugandan contractor, Dealan Associates Limited.
The President stated that despite the Ministry of Finance releasing approximately Shs31.37 billion for maintenance works, the contractor allegedly failed to receive payment after officials reportedly demanded bribes through a middleman identified as Hassan Serunjoji.
Museveni further directed the State House Anti-Corruption Unit to intensify investigations and ordered authorities to prosecute Serunjoji if sufficient evidence is established. He also instructed government to clear outstanding payments owed to Dealan Associates Limited.
The directive has triggered major scrutiny within the Internal Affairs ministry and the police force, coming at a time when the government says it is strengthening accountability in public institutions and security-related projects.
