CS Ali Hassan Joho yesterday opposed a proposal to let KRA collect mining revenues instead of the Ministry of Mining, saying the Ministry depends on part of that money to run its operations.
But isn't that what the Treasury is for?
You and I know why Joho and many CSs would oppose KRA collecting mining revenue and want the Ministry of Mining to collect the money themselves.
Because why should a Ministry insist on being the one collecting the very money it spends?
KRA already collects taxes, customs duties, and billions of shillings on behalf of the government. Why should mining revenues be treated differently?
The resistance to greater oversight raises more questions than answers.
Parliament should look at this very carefully.
