Million $ Question: Should Government fallback to analogue and extend time?

Failure in villages, failure in towns! People are mourning their TVz are useless. Decoder have become woes and promise of "land of caanan" have become Alice's "wonderland".

People are wondering if there is decoder that can do what was done before, only in digital. People have accumulated decoders like D-Museum. Its all chaos, mission seem to have failed.

Should govt fall back to analogue and extend time for people to prepare for digital. Should govt sit down and prepare itself for second part after vivid failure in this first one? Should govt fire some people for the loss of money due to its unpreparedness and hurry?

That is how Tanzania is, politics in everything! Politics in science and technology, politics in economics, politics in health, education, agriculture, communication,etc. There is no culture of going to the ground level to do physical research and collect data and information that would lead to a concrete strategy of implementing objectives. Always trial and error often while the road is purely straight?
