Lakini mkuu kama hoja ni vyama vya ushirika na serikali kuzalisha havikuwepo?leo viko wapi?cha msing hapa ni kubadili serikali na hayo mengine yatawezekana,leo huwezi kusema serikali ifufue viwanda vilikuwepo vyote wamebugia,leo huwezi kusema wafufue vyama vya ushirika,mashamba ya umma,yote yalikuwepo wakayatafuna,idea yako ni nzuri lakini nayo bado haiwezi kutekeleza chini ya serikali hii ya sisiemu

What we really need is to decrease our imports by increasing tarriffs on non-essential goods. As a shadow minister for Energy, I challenge you to come up with a bill that will DECREASE OUR ENERGY INTENSITY. We have the second highest energy intensity, after Uzbekstan! (which produces oil). We spend 2bn$ on oil, that's a lot compared to our 22bn$ GDP.
Our energy intensity is 783tonnes/1m $, while kenya has 462tonnes/1m$ almost twice as much. That means if we increase our efficiency (which is not rocket science) we can have the same GDP with half as much oil used, we can start by cutting it by at least one-third, and keep the much needed forex which will eventually stabilize the Shilling. If we can save 500m$ a year, even my grandpa in Ikwiriri will feel the pheew!!

Wadau wenzangu bila kujali itikadi za chama au dini huu mfumko wa bei unamgusa kila mtu hivyo anapotokea kiongozi anayeanzisha njia ya kutafuta ufumbuzi wa tatizo kubwa kama hiii tinachotakiwa si kumyumbisha bali kuiboresha hoja hiyo na kuonyesha tupo pamoja naye na katika hili Mnyika anahitaji support ya watanzania wote na tusirudi nyuma

Mnyika has a point, this is kind of politician we need. We need people who can think and present things for our country benefit, we need parliament that is free and have members that unite for country sake.
Am worried about Tz parliament for its ability to grasp opposition proposals, well Mnyika and others plz get in touch with any public tools to air out development views so that people with access can be aware of what is going on.

Kweli ni Tume ya Bei ya miaka hiyooo!
Nisingependa kuingilia udhibiti wa sehemu ulizotaja(mabasi na mafuta) kwani tusibeze uwepo wa cartel katika bishara hizo.
 


Mkuu, nafikiri una hoja ya msingi sana kwenye hili. Kwa maoni yangu, mfumuko wa bei wa Tanzania kwa miezi ya hivi karibuni umechagizwa sana na kupanda kwa bei za bidhaa tunazoagiza kutoka nje- haswa mafuta; na uzalishaji usiokidhi mahitaji. Tukiweza kupunguza kiasi cha mafuta tunachoagiza kutoka nje( kwa kuongeza ufanisi kwenye matumizi na sii tuongeza kodi kama unavyopendekeza) tungeweza kufikia malengo mawili kwa wakati mmoja: Kupunguza mfumuko wa bei na kuimarisha thamani ya shilingi yetu.

1) Kwa kupunguza manunuzi ya mafuta kutoka nje tutainusuru shilingi yetu- kwa kuwa mahitaji ya pesa za kigeni yatapungua. Kumbuka kuwa shilingi yetu inashuka thamani pale ambapo mahitaji ya fedha za kigeni ni makubwa kuliko upatikanaji.
2) Hali kadhalika, tukiweza kupunguza ununuzi wa mafuta kutoka nje tutapunguza pia mfumuko wa bei. Kumbuka kuwa bei za bidhaa zetu nyingi zimekuwa zikipanda kila bei ya mafuta inapopanda kwenye soko la dunia.

Swala la msingi la kujiuliza, tutaweza je basi kupunguza ununuzi wa mafuta kutoka nje? Hapa ni baadhi tu ya hatua za kuchuakua:

1) Mikakati ya kuboresha miundo mbinu ya usafiri lazima itekelezwe: Tanzania tunatumia mafuta mengi sana sii kwa sababu tuna magari mengi kuliko nchi nyingine ila ni kwa sababu ya miundo mbinu mibovu. Foleni za mijini na bara bara mbaya vijijini zinapoteza mafuta mengi sana. Mahala ambapo mtu ungetumia dakika tano unatumia Lisaa lizima.

2) Suala la umeme wa uhakika lipewe kipaumbele: Ulaji wa mafuta wakati wa mgao wa umeme ni mkubwa. Isitoshe, gharama za uzalishaji kwa kutumia majenerata nazo zinakuwa kubwa ukilinganisha na uzalishaji kwa kutumia umeme au wakati mwingine uzalishaji unapungua sana. Vyote hivi vinachangia mfumuko wa bei na kupunguza thamani ya shilingi.

3) Serikali ipunguze kuagiza magari ya anasa. Hili lina faida nyingi: Kwanza tutapunguza mahitaji ya fedha za kigeni zinazotumika kuagiza mashangingi; pili tutapunguza mahitaji ya mafuta yanayo tumiwa na magari haya. Kwa wataalam wa michuma mtakubaliana na mimi kwamba ulaji wa mafuta wa V8 si sawa na wa hard top.

4).. Umeme umekatika, nitarudi.
 

Asante sana Mhe. Mnyika kwa majibu yako ya kina yanayolenga kuondoa wasi wasi wa wadau kama mimi.
Hata hivyo kama ulivyoainisha , we have a basic problem.
Inflationary tendencies zina chochewa sana na matumizi makubwa ya sekta isiyozalisha, Serikali.
Mimi ingawaje ni mwana CCM naridhishwa sana na wabunge vijana wanapoipa changamoto Serikali, kisomi, ili iweze kujiendesha kwa tija inayostahili.
Tunajua fika kuwa Serikali haiwezi kuwa mzalishaji mali bali ni kama refa anaye wahimiza wachezaji kucheza kwa nidhamu na heshima inayostahili.
Tukirudi kwenye mada yenyewe, kunatatizo kubwa katika uzalishaji mali kwa maeneo ambayo yako chini ya udhibiti wa serikali yenyewe na jamii.
Nashukuru umegusia uzalishaji wa chakula ambao bado si wa kuridhisha pamoja na ukweli kuwa nchi imeingiliwa sana na ulanguzi wa chakula kutokana na ukame katika nchi zinazotuzunguka.
Tuna kumbuka imebidi Waziri Mkuu awaamshe Jeshi la Polisi kutokana na tatizo sugu la utoroshaji wa chakula nje ya nchi, hii ni sehemu moja ambayo serikali ingeweza kufanya vizuri zaidi.

Uzalishaji wenyewe wa chakula vijijini na usafirishaji, bado vingeweza kupewa kipaumbele vya kutosha kukabili ukosefu wa chakula sehemu nyingine nchini.Si mudamrefu tuliposikia wakulima wa Sumbawanga wakililia kuuza chakula nje ya nchi wakati kuna sehemu nyingine nchini kuna njaa-sehemu ya pili ambayo serikali ingeweza kufanya vizuri zaidi.
Sehemu ya tatu yenye matatizo makubwa ni utawala bora kwa maana ya kujiridhisha kuwa serikali inatumia si zaid ya kile kilichomo kibindoni.
Matumizi makubwa na yasiyo ya lazima ya serikali kwa wakati huu yanaporomosha thamani ya shilingi, na hili halina mjadala.
Sasa mategemeo yangu ndugu Mnyika ni kuwa udhibiti wa matumizi ya serikali ni jambo la muhimu sana.
Tumeona juzijuzi Serikali ya Obama ilivyopata shida kubwa ilipobanwa na wawakilishi wa wananchi katika kubana matumizi ya serikali ya Marekani ,ILI KUPUNGUZA MFUMUKO WA BEI.
Mimi bado naamini kuwa Bunge linaweza kuibana Serikali katika hilila matmizi, ili thamani ya hela yetu iende na thamani yake halisi.
Pamoja na hili la kubana matumizi lazima twende sambamba na kuongeza uzalishaji na hasa wa chakula na usambazaji.
Kama nilivyosema huko nyuma kupanga bei ya bidhaa ambayo ni adimu matokeo yake ni kuuzwa kwa mwendo wa kuruka na bidhaa hiyo kuuzwa katika soko sambamba(black market).
Vichocheo vya uzalishaji mali kama umeme, tumevichezea, na matokeo yake tunayaona live.
Sina haja ya kuingia sana katika hili maana linaeleweka vyema kwa waTanzania walio wengi.
Kama nilivyotoa mfano wa refa, Serikali lazima ilaumiwe kwa kutochezesha vyema mchezo wa uzalishaji wa umeme nchini, hadi kudiriki nayo kuvaa jezi na kucheza uwanjani!!!
Matokeo ya kufungwa magoli ya uhakika ya kukosa umeme tunayaona.
Hapa wabunge wetu bado tunawategemea sana kuisahihisha serikali kufanya kazi yake-kuchochea uzalishaji mali.

Kuna watu wanalalamika kuwa Mnyika njoo Goba maji hamna, utadhani goba mfumuko wa bei ya ya vitu muhimu anaohangaika nao hauwahusu.
 
Nasikia shilingi inakaribia Tshs 2000 kwa dola moja.
Kwa nini hapa sheria isitungwe kudhibiti hili!
 

Tatizo lenu huwa hamuwasomi watu na kujua akili zao. Mnyika ana level ndogo sana yakufikiri na hasa hasa haya mambo yakiuchumi hayajui kabisa, muhurumieni bure hajui atendalo wala alisemalo !

Nimekua nikifutilia hoja za Mnyika kama kijana anayeleta matumaini ya siasa zenye tija hpa nchini. Kwa hili la mswada wa sheria wa ku-control bei ninamashaka sana na kurejea kwenye uchumi unashurutisha bei bila kusaidia uzalishaji. Mara niliposoma nia yake yakufikisha mswada huu, nilijua Mh. Mnyika anahoja yenye mtazamo wa kiuchumi wakisasa. Kuna namna nyingi ambazo serikali inaweza kudhibiti bei za bidhaa muhimu kwa wananchi hasa wenye kipato cha chini, kuliko kuwapangia wazalishaji bei, mmoja ikiwa kusaidia usambazaji, kutoa ruzuku, kuchagiza uzalishaji hasa katika vyama vya ushirika, kupunguza kodi ya wazalishaji wa ndani wenye kuzalisha bidhaa hizo, serikali kuhodhi bidhaa hizo zinapozalishwa kwa wingi na kuziuza ili ku-stabilize supply na prices wakati uhaba unapotokea. Ni imani yangu mswada wa Mh. Mnyika utaelekea kwenye mfumo huo, ili kuundwe tume ambayo itakuwa bunifu katika kuweka mikakati ya kuongeza upatikanaji wa bidhaa hizo kwa bei nzuri badala ya kutaka kuundwa kwa tume ya bei itakayokua inatoa bei elekezi kiimla kama ilivyo sasa kwa zisizotekelezeka. Chadema lazima tuwe rafiki wawazalishaji, wasambazaji na walaji ili kiujenga uchumi mzuri
