log on incoming mail server before sending

hey guys!...
Nilipata tatizo la kusend email kwa kutumia outlook ilikuwa inaleta error 800ccc80, nilifanikiwa kuondoa tatizo baada ya kugoogle
na kupata cha kufanya kuondoa hilo tatizo but I want to know why I have to log on incoming mail server before sending...?

Kutokana account ilianza kuread errors na ukafix,it seems part of it is not well recovered,
Just edit in outlook settings and put incoming and outgoing mail server or create a new one and you will be done
