The Higher Education Students' Loans Board (HESLB) has disbursed a whopping 811.3bn/- since the programme's inception in 1994, but has only managed to collect a sum of 106.3bn/- from 69,143 graduates.

Deputy Minister for Education and Vocational Training, Mr Phillipo Mulugo told Parliament on Tuesday that HESLB was planning a new debt collection strategy and a review of its structure which would also mean employing more staff in the loan recovery department.

Some 12 new staff would be employed during 2011/2012 financial year.

"We will engage Social Security Funds and the Tanzania Revenue Authority (TRA) to track down loan defaulters," he said.

In a basic question, Sara Msafiri Ally (CCM -Special Seats) wanted to know how the government would recover its money from loan defaulters. She also questioned the actual figure the borrowers owe HESLB.


Mr Mulugo said most of the borrowers were now in employment, adding that the board needs authority to pin down employers to reveal information of their staff who benefited from the HESLB.


Meanwhile, the government has contracted a consultant who would determine the higher learning Student Unit Cost with the aim of easing the burden incurred in loan disbursement.

Shukuru Kawambwa told the ‘Daily News' on the sidelines of the Parliamentary session in Dodoma yesterday that the contracted expert would be working on the assignment sometime this month within a given timeframe.


According to the minister, the study would include a critical analysis of varsity fee structures which the government believes are unreasonably high at some private universities.

He said the
Tanzania Commission for Universities (TCU) would continue to regulate fees and other university costs.


"The result of the study will form a basis for fixing fees and other costs. I admit that some varsities charge exorbitant fees but this happens even at Oxford and Cambridge in the UK. They have different fees structures as their standards differ too," he noted.


The minister hinted that the government would use its own administrative machinery to regulate secondary school fees but would not form a new body.

Earlier, the Minister told the House that the HESLB was liaising with financial institutions to bar loan defaulters from accessing credit facilities.

Dr Kawambwa was answering Munde Tambwe Abdallah ( CCM-Special Seats), who had wanted to know if the government was contemplating to engage financial institutions to recover the loans.


Minister Kawambwa said the students' loan system was ideal for the country and would be strengthened to help needy students.


He refuted allegations that private university students were denied loans, saying the government only reviewed the criteria for eligible students. The applicant's background and the schools he or she went determined eligibility.


In his supplementary question, Joseph Selasini (CHADEMA-Rombo) had asserted that the government rejected applications from private university students.
