Prime Minister Mizengo Pinda has expressed government commitment of having a new Constitution before the next General Election. If that is the commitment, how do we move ( legally) from the present constitution to the new constitution? The present constitution is silent about how a new constitution can be amended it does not mention anything about repealing and replacing it.
