Ni jambo la kusikitisha na kutia aibu kwamba Mhe. Rais JK alitangaza Bungeni na wakati akipokea maiti za wanajeshi wetu saba waliouawa Darfur kwamba ameiomba UN ibadilishe majukumu ya majeshi ya UN katika Darfur kutoka Chapter 6 ambayo hairuhusu wanajeshi hao kupambana na kwenda chapter 7 ambayo inawaruhusu wanajeshi hao kujibu mapigo ya kujihami ikibidi. Ni aibu kubwa kwa viongozi wetu kuendelea kuiomba UN kubadili chapter ya UNAMID kutoka 6 kwenda 7 wakati tayari UNAMID iko chapter 7 tangu ilipozaliwa! Majuzi akiwa katika kipindi cha Dakika 45 cha ITV, Waziri Membe alirudia tena kosa hilo mbele ya kamera za ITV akionekana dunia nzima. Nasema inasikitisha na ni aibu kwa kuwa inakuwaje viongozi wetu wamepeleka majeshi Darfur bila kujua UNAMID iko chapter gani? Inachukiza zaidi kuona Rais wetu akipotoshwa kuhusiana na suala hili nyeti kabisa linalohusisha majeshi yetu. A civil war which broke out in 2003 led to the deaths of tens if not hundreds of thousands of Darfuris and the displacement of nearly two million. In the fighting between the Government of Sudan and militias and other armed rebel groups, widespread atrocities such as the murder and rape of civilians have been committed.

The UN raised the alarm on the crisis in Darfur in 2003, and finding a lasting resolution has been a top priority for the Security Council and two consecutive Secretaries-General.

Under the auspices of the African Union (AU) and with support of the UN and other partners, the Darfur Peace Agreement (DPA) was signed on 5 May 2006. As few parties signed on, a renewed peace process under a joint AU-UN mediator took place in Doha, Qatar, over 2010 through June 2011, producing a framework document. Intensive diplomatic and political efforts to bring the non-signatories into agreement with the Doha Document for Peace in Darfur continue.

The establishment of peacekeeping operations
Following the 16 November 2006 High-Level consultations in Addis Ababa, Ethiopia, the UN Department of Peacekeeping Operations (DPKO) augmented the existing African Union Mission in Sudan (AMIS) and prepared to deploy an unprecedented joint AU/UN peacekeeping operation in Darfur.

Intensive diplomacy by Secretary-General Ban Ki-moon and several actors in the international community resulted in Sudan’s acceptance of this force in June 2007.

The African Union/UN Hybrid operation in Darfur was formally established by the Security Council on 31 July 2007 through the adoption of resolution 1769, referred to by its acronym UNAMID, under Chapter VII of the UN Charter. UNAMID formally took over from AMIS on 31 December 2007.

The mandate is renewed yearly, and the adoption of Security Council resolution 2113 on 30 July 2013 extended it for a further 13 months, until 31August 2014.


UNAMID basic information
Mandate:

Location:
The Mission’s headquarters is in El Fasher, North Darfur.

It has sector headquarters in El Geneina (West Darfur), Nyala (South Darfur), Zalingei (Central Darfur) and El Daein (East Darfur). The Mission has 35 deployment locations throughout the five Darfur states.

Deployment:
On 31 July 2007, the Mission had an authorized strength of 25,987 uniformed peacekeepers. This included 19,555 troops, 360 military observers and liaison officers, 3,772 police advisors and 2,660 formed police units (FPU). In mid-2011, UNAMID stood at 90 per cent of its full authorized strength, making it one of the largest UN peacekeeping operations.

By resolution 2063 of 31 July 2012, the Security Council decided to decrease strength of military and police components. The Mission has now an authorized strength of 26,167 personnel. This includes up to 20,890 uniformed peacekeepers (16,200 troops, 2,310 police advisors and 2,380 formed police units) and a civilian component of up to 5,277 peacekeepers (1,242 international staff, 520 UN volunteers and 3,019 national personnel).

Budget:
The budget of UNAMID is US$ 1.29 billion for the fiscal year 2013 - 2014.

Challenges:
UNAMID is confronted with numerous logistical and security constraints as it must operate in unforgiving terrain and in a complex and often hostile political environment. The Mission also faces shortfalls in critical transport, equipment, infrastructure and aviation assets.

In the meantime, UNAMID is doing all in its power and with limited resources to provide protection to civilians in Darfur, facilitate the humanitarian aid operation, and help provide an environment in which peace can take root. The mission carries out some 160 patrols daily. UNAMID also works to address some of the critical roots of the conflict through activities such as the Darfur International Conference on Water for Sustainable Peace.

Political process
UNAMID’s work is complemented by joint efforts on the political front. Until mid-2008, the Joint Mediation Support Team was led by the UN Secretary-General’s Special Envoy for Darfur, Jan Eliasson, and the AU Special Envoy for Darfur, Salim Ahmed Salim.

On 30 June 2008, UN Secretary-General Ban Ki-moon and AU Commission Chairperson Jean Ping appointed Djibril Yipènè Bassolé, the Foreign Minister of Burkina Faso, as the new joint AU-UN Chief Mediator for Darfur. As of 8 June 2011, Mr. Bassolé returned to Burkina Faso, and Ibrahim Gambari, Joint Special Representative (JSR) of UNAMID, became the Joint Chief Mediator ad interim. On 1 August 2012, UNAMID Deputy JSR (Political), Aichatou Mindaoudou, succeeded Mr. Gambari as Joint Chief Mediator a.i. On 20 December 2013, UN Secretary-General Ban Ki-moon and AU Commission Chairperson Nkosazana Dlamini-Zuma, appointed Mr. Mohamed Ibn Chambas of Ghana as UNAMID’s JSR and UN - AU Joint Chief Mediator.

My friend your views looks a bit odd! Presidential advisers of the ranks of Foreign Minister and CDF are supposed to stand to their integrity by correctly advising the president on technical issues of their mandate. The president is a human being and won't be in a position to be an all rounder! That's why we equip him with many advisers. They should avidly and diligently advise him. FYI, this issue was under the mandate of the Foreign Ministry and TPDF. By saying this, I don't mean that the president himself wouldn't have researched--he could have done that of course. And this is to advise him that he shouldn't take every prepared speech on his table for granted! I should complain if things seems to go wrong and no one cares, man!! I just can't wait to see this repeated by my president--narudia tena, naona aibu!!

Ina maana kama UN forces wanawaona Janjaweed wanakuja kasi wanaenda kuua civilian, wana fire kwa majeshi ya UN na kuua wanajeshi wa UN, wanajeshi wa UN wanaweza kutumia mandate hii ya "Protection of Civilians" kusema hawa wauaji, washaua raia kabla, na washatupiga risasi na kutuua kwa hiyo hatuna budi kuwachabanga risasi tuwaue na kuwafukuza ili ku protect civilians?

Niliangalia "The Devil Came on Horseback" nikaona tatizo hili hili la a toothless UN force.

Jibu ni ndiyo. UN forces wana prerogative ya kujihami (self-defense) kama wakishambuliwa au kama ikihitajika kutetea kwa nguvu mandate waliotumwa kusimamia.

Kwa kukujulisha tu, katika taratibu za UN, unapokabidhiwa chapter 7 mandate ya UN charter, maana yake ni ruksa kujibu mapigo unaposhambuliwa. Hiyo ndo maana yake ndugu yangu! Hizo terms of reference ni kwa ajili ya utendaji wa jumla wa Misheni yenyewe lakini sio katika utendaji wa Majeshi yake. Sikutaka kulisema hili awali, lakini acha niliseme sasa, ukweli ni kwamba majeshi yetu yalijibu mapigo yaliposhambuliwa Juni mwaka jana kule Darfur lakini yalizidiwa nguvu kutokana na wale maadui kuwa na zana nzito zaidi. Tatizo lililopo katika operesheni ya Darfur ni kwamba Misheni inafanya kazi katika mazingira ya Taifa lenye 'serikali imara' kiasi kwamba inaweka vikwazo pale majeshi ya UN yanapotaka kuingiza silaha nzito--ni sawa na kuruhusu majeshi ndani ya majeshi!! Ushauri wangu ni nchi wanachama wa UN zenye majeshi Darfur, kupitia vikao vya UN, kuishinikiza 'serikali yenyeji' kuruhusu majeshi hayo ya UN kuingiza silaha nzito angalau kwa kiwango fulani ili yanaposhambuliwa yaweze kujibu mapigo kisawasawa. Huu ndio ushauri ambao mimi binafsi naweza kuutoa kwa kiwango changu cha uelewa.

Na kama Tanzania tulikubali kuingia kichwa kichwa kwa chapter 6 katika Misheni iliyokabidhiwa chapter 7, then ni lazima tukiri uzembe wa hali ya juu- ama wawakilishi wetu hawakutambua chapter hizi zina maana gani-ama tulikurupuka kama mwenzangu mmoja alivyocomment hapa kwamba hatukuwa makini kusoma na kuelewa undani au maana za chapter hizi (6&7) kabla ya kuingia mkataba na UN. Sasa tumefunguka macho baada ya athari zake kutokea Darfur! Ndugu, maoni yako yanaonyesha dharau ya hali ya juu. Una maana gani kuuliza nani anayejua zaidi kati yako na....? Kwani ni dhambi kwa sisi wananchi kuhoji masuala ya kitaifa kama hayako sawa? Au mwenzetu bado uko enzi zipi? Huu ni ugonjwa kwa baadhi ya watu, mnadhani mkishakuwa viongozi mahali basi mnajua saaana kuliko wote mnaowaongoza--mwenye akili hawezi kufikiri hivyo mzee!

Jibu ni ndiyo. UN forces wana prerogative ya kujihami (self-defense) kama wakishambuliwa au kama ikihitajika kutetea kwa nguvu mandate waliotumwa kusimamia.

Peacekeeping forces zipewe/ exercise mandate ya kuwashambulia Janjaweed na kuwa smoke out out of their holes?
