Wingi wa serikali ni tamaa za wanasiasa kutaka vyeo yaani ni kama kukamata fursa kama wale wahubiri wa fursa pale mawingu wala haina mantiki kwenye maisha ya watu ya kila siku. Watu wanachotaka ni kuona mambo ya msingi na yanayohusu maisha ya watu ya kila siku yanajadiliwa.

Haki na maslahi ya wafugaji, wakulima, elimu,afya, maadili ya viongozi, tunu za taifa nk ndo vitu watu wanataka vijadiliwe na sio kupoteza muda kujadili maslahi ya wanasiasa au wale wafia dini wanaotaka mahakama za kadhi zikaingizwe kwenye katiba.

Wingi wa serikali sio kipaumbele cha watanzania bali ni kwa maslahi ya wanasiasa yenye lengo la kuisambaratisha nchi. Kama mmechoka amani hamieni congo somalia.

Draft illegitimate - Warioba

Former chairperson of the Constitution Review Commission (CRC) Judge Joseph Warioba has tasked the Constituent Assembly (CA) to explain to the public reasons for removing so many clauses proposed by the people and instead place their own.

Warioba hit again at the CA’s proposed new draft saying it gives no hope for Tanzania to get the new supreme law as it was expected.

“They must tell the public why the assembly has refused to accept many of the clauses which were people’s views and instead they recommended contents that will protect interests and ideologies of their political parties,” said Warioba at a commemoration of 19 years of the Legal and Human Rights Centre, an event which coupled with launching a book on the memory of the late Dr Sengondo Mvungi.

“The contents in the second constitution draft were drawn from the people who are their voters. We want the CA to tell the public why they removed many clauses so as to defend their own interests ... we will continually monitor and advocate for the proposed constitution that had the people’s views,” he said.

He made the statement at the 19th anniversary of the Legal and Human Rights Center (LHRC) yesterday saying that most of the contents contained in the proposed new Constitution tabled by the CA are not views of the citizens.

His concerns comes only three days after veteran Attorney General and later senior cabinet minister Andrew Chenge unveiled the proposed new Constitution on Wednesday this week designed to give Tanzania a stable and stronger Union.

The deleted clauses of some chapters in the earlier draft constitution presented to the CA were people’s views and not CRC opinions, he said.
The former judge explained that the CA has amended and replaced their own views which are contrary to the proposals of the majority.

“In all places we went, we collected people’s views pertaining to their wishes and that is what has been written in the earlier draft of the mother law,” he said.

“We will deliver the constitution to the people and we will let the assembly also bring their own constitution to the public,” he declared.

He said the CRC was vested with powers to prepare citizens in terms of creating awareness on Constitution issues, collecting views from Tanzanians from all walks of life, to gather experience from other countries, to analyze and to assess views from Tanzanians as well as to prepare the first and the second Draft for the CA.

Judge (rtd) Warioba hit hard at political groupings which he accused of seeking to derail the constitution-making process.

His sentiments come at a time when uncertainty, partisan politics and mistrust still cloud the process of giving Tanzania a new mother law.

Speaking about the legacy of the late Dr Sengondo Mvungi, Warioba said that he was an exemplary leader who he said everyone should borrow a leaf as he was struggling to protect the rights and interests of citizens and the nation as well.

“Dr Mvungi was a man of vision and had courage to translate that into reality, whatever the price. He also was a man of the people and had stamina to accomplish all that in a way few could have done,” he told the gathering.

During the official launching of the book paying tribute to Dr Mvungi titled ‘Sengondo Mvungi: Breathing the Constitution,’ Prof Chris Maina said that he known him for over 35 years, underlining that they had a lot in common, like reading classics and involvement in the provision of legal aid to the poor and vulnerable sections of the society.

He said Dr Mvungi, who died on 12 November last year while engaged in the process of constitution making, in human rights for people denied to them, aimed at ensuring that the government was observant of its obligation to serve the people and not narrow sectional interests.

“The book is therefore being compiled for three main reasons, which is to register the fact that he was the founder of LHRC, and also as one among CRC members who played a big role in transforming Tanzanian democracy,” he asserted.

For her part, Dr Helen Kijo-Bisimba, the LHRC executive director said that the publication is a tribute to the late Sengondo Mvungi for those who will have the privilege of re-reading the stories that contributors had at the time of his death written on their lifelong encounters with Dr Mvungi.

“It holds the key to understanding Dr Mvungi, what he stood for and how his aspirations were articulated across three decades. Not only does the book grant us this rare knowledge on a single individual but it also gives us a perspective of his legacy and how his legacy can be carried on through the coming generations,” she added.
