Change can only be delayed but never avoided.
However, due to poor management of the change by the CCM, there is a possibility of a second wave of change to blow through, this time in a bottom-up mode.
What is missing in TZ is a credible and strong leader who is willing to lose everything in order to see the change happen.
- Change from within, normaly starts from top when the elite group differs in view due to the prevailing forces of change. When the moderate group takes over, they tend to adapt to the prevailing wind and in a way manage to maleable the movement into their own form. e.g. China, USA under Obama (still ongoing).
- Change coming from external pressure or bottom-up approach, normaly is violent and costly, both financialy and in human toll. (e.g. Iran (1979), Poland (1989 n.k.).
