Why General Kayihura was fired from the IGP position .
According to a 200 page dossier/report presented to General Museveni on Uganda’s Security ,many factors caused the firing of General Kayihura by a mere tweet .
I will start with reason number one as presented in a confidential report.
1. General Kayihura was at the Center of crime in Uganda.
Initially criminal groups were not organised and had no clear backing of Police.
When a report of Kayihura’s involvement was first presented to President Museveni ,he couldn’t believe his eyes, he thought intelligence bodies were simply confused, tasked them to present witnesses to state house. witnesses and victims were presented but unfortunately as it was bound to happen, they got killed, this led to the president dismissing his protocol team, making changes to his channels and ordered intelligence bodies to start a protection unit to protect whoever met the president about Kayihura.
The president had to start his investigation afresh, interviewing every suspect and victim that was presented, he still believed something was wrong and there was a way to handle it , and slowly was nearing the truth.
2. The Joan Kagezi Murder .
Uganda police failed to find the murderers of Joan Kagezi, investigation officers zeroed on ADF and terrorist cells but failed to find evidence to pin them until ISO got wind of the real killer. Technology evidence placed Nixon and Manina at the crime scene, the team investigated the connection and motive until an informer came out to help, the President was served with a report and suspects for interrogation.
3. The Kaweesi Murder .
Suspects were arrested and taken to court on Kaweesi Murder but it wasn’t long for the truth to come out, against a team organised under orders of General Kayihura was found to have committed the murder.
The President still couldnt believe and asked intelligence bodies to provide him with proof of suspects and witnesses, ISO didn’t disappoint, everyone was presented to the president without a scratch and confessed. This wasn’t enough for the president to take a decision. Witnesses could be forced to testify and suspects could be forced to confess as the president had seen all this before, he still believed in his “good “ General .
4. Criminal Gangs .
ISO got information that Kifeesi and other criminal gangs were commanded by police officers under the directive of general Kayihura, ISO decided to get leaders of these criminal gangs to confess and then take them to the president, the deal worked and Police quickly arrested them, only for the president to directly call Kayihura and issue orders, the president wondered why these goons were never arrested in the first place until they decided to meet him, was his meeting them the cause of arrest? Your guess is as right as mine .
5. Gold Mafia groups.
There is a group of mafias in kampala that deals in fake gold, they call that working, they were /are well connected with Kayihura and had immunity from prosecution of any kind, they have Congolese partners with them.
The group comprises of a one Bahati, Bola Bichichi, Buchana, SK Mbuga, Gashumba, Hajji Baker Kazibwe, hajji Mubarak , Ben, Adam and many others. These conmen have for long been in the cover of Kayihura but the current trend of killing their victims caused problems for the main boss.
Buchana who has a British passport but of Rwandese origin headed a section, after killing a Belgian national two weeks ago he disappeared to Rwanda and continued to the UK, leaving Uganda’s image tainted.
Police issued a quick report that the Belgian committed suicide.
This same gang is believed to have been behind the killing of two Europeans,the Swedish and Finnish and again police covered for them to claim it was drugs not poison that killed the two Europeans.
Museveni wondered what the motive was, I’m sure even my readers can’t believe.
There are two motives in all this;
1. Every crime committed resulted into financial gains, the Kagezi murder was a result of cash found with terrorism suspects, Joan insisted this money should be used as evidence in the case, while Kayihura had other ideas, Joan was gruesomely murdered and money was shared .
We are talking about 8 billion shillings.
2. Political Power.
To build power centers in government,one needs to have money, Kayihura’s presidential project needed funds, he could not steal enough of it from the police budget since it would be easy to discover, he then decided to collect funds from crime revenues, this is believed to have been the motive of Kaweesi’s killing, law residents had grown wings, he was creating his line of reporting and sidelining his main boss, kaweesi had threatened to destroy Kayihura’s structures and personalize the criminal network. In the Eritrean Murder Kaweesi demanded more to keep quiet ,he had become a liability, kaweesi had gotten information that the police officers killed in Kasese were not actually killed by Rebels, he was willing to whistle blow this information if not paid. He had gotten close to the president’s son and willing to trade secrets for his survival.
