How does TRA collect revenue from Vodacom M-PESA?

I believe Vodacom is making a huge profit on M-PESA transactions [without mentioning a merge earned through airtime] but to my suprise probably suprise of many Tanzanians the company is not among the best tax payers of this Country! Recalling the notion that Mr. Msekwa is a board member of the company. then how comes voda are not among the best tax payers? anybody with knowledge of taxing please help us to understand this mysterious!!

wakti huo Waheshimiwa na wale ma big boss kodi yao inarudishwa kwa mlango wa nyuma [posho, 10%, mishahara hewa n.k.]!!
