Ghost workers - an old problem and new surprises ?

The ghost workers in the government have cost us over TZS 9 bn/= for the past three years. Jk is angry and 'surprised' but this a very old problem leaders come, see it get surprised, get angry and go. This is yet another round but we are asking ourselves what is so difficult in uprooting the source. We are agan told the same story that PCCB is investigating...This time the President vows to reverse the trend am not sure what to expect ..:drum:
